Minister Ara Optimistic 350,000 Subsidised Housing Target Can Be Achieved

Minister of Housing and Settlement Areas (PKP) Maruarar Sirait (Ara) remains optimistic that the target of distributing 350,000 subsidised homes through the Housing Financing Liquidity Facility (FLPP) in 2026 can be achieved. “We are striving for the best, we hope one of the leaps will come from Meikarta, those are subsidised flats,” Ara said in Jakarta on Tuesday. He stated that both subsidised landed houses and subsidised flats are part of the 3 Million Houses programme under the FLPP scheme. “There are landed houses and flats, and both are included in the 3 Million Houses programme with the FLPP scheme,” Ara said. Ara noted that FLPP is not a new programme, but in the first year of President Prabowo’s administration, the distribution of subsidised housing has continued to increase. Realisation rose from 228,000 units in 2023 to 278,000 units in 2025, and by mid-July 2026 had already surpassed 102,900 units. Ara stressed that the FLPP programme has shown significant improvement under President Prabowo Subianto’s government. Meanwhile, the Public Housing Savings Management Agency (BP Tapera) recorded that the realisation of FLPP fund distribution this year reached 111,537 units as of 23 July 2026. BP Tapera Commissioner Heru Pudyo Nugroho said that by profession, 71,250 units (63.88 percent) were utilised by private sector workers, followed by 19,254 units (17.26 percent) for self-employed workers. Next, 10,944 units (9.81 percent) were utilised by civil servants and military/police personnel, and 10,089 units (9.05 percent) fell into other categories. Heru stated that BP Tapera continues to carry out the government’s mandate to expand access to home ownership for low-income communities through the KPR Sejahtera FLPP programme. With various policies prepared by the government, Heru said BP Tapera is optimistic that access to housing finance will broaden and support the realisation of the 3 Million Houses programme. One policy that provides ease for the public is the extension of the KPR Sejahtera FLPP financing tenor from a maximum of 20 years to up to 40 years.
