Minister Agus Confirms Amnesty Recipients' Mandatory Reserve Component Training Still a Proposal

The Minister of Immigration and Correctional Services, Agus Andriando, has emphasised that the discourse regarding requiring prisoners who receive amnesty to participate in Reserve Component (Komcad) training remains merely a proposal and has not reached a final decision.

“Not yet, not yet. We will first submit the proposal to obtain amnesty,” Agus told reporters at the Presidential Palace Complex, Central Jakarta, on Wednesday, 8 July 2026.

Agus explained that the proposal must undergo further discussion before a government decision is reached. “We will see, according to the plan, whether that programme will actually be implemented or not,” he said.

He noted that, according to the plan, the Komcad obligation for amnesty recipients would only apply to those of productive age. “Yes, those of productive age. For those of productive age, so that they do not become complacent, it is to restore their readiness to return to society, because they are of productive age,” Agus concluded.

It was previously reported that President Prabowo Subianto is expected to grant amnesty to prison inmates on the 81st Independence Day of the Republic of Indonesia, which falls on 17 August 2026.

This was revealed directly by the Minister of Immigration and Correctional Services, Agus Andrianto, during the national kick-off for TB screening at the Class IIA Ngaseman Prison, Nusakambangan, Cilacap, Central Java, on Monday, 29 June 2026.

“Hopefully, there will be a second amnesty from the President. The information is that on 17 August, there will be the granting of amnesty to prison inmates,” said Agus.

Agus subsequently urged inmates to participate properly in the rehabilitation and guidance programmes within the prisons to increase their chances of receiving presidential amnesty. “I convey an appeal to those currently undergoing the sentencing process: follow the rehabilitation and guidance process well. Hopefully, based on the officers’ assessments, you will have the opportunity to receive amnesty from the President,” he said.

Agus explained that granting amnesty is one of the government’s concrete efforts to address overcrowding in numerous prisons and detention centres across Indonesia. He mentioned that the amnesty is planned to target inmates under the age of 35. However, recipients would not be released immediately but would instead undergo the Reserve Component (Komcad) programme to build discipline after completing their sentences.
