Minister Agus Confirms Amnesty Recipients' Mandatory Reserve Component Training Still a Proposal

Minister of Immigration and Corrections (Imipas), Agus Andrianto, has stressed that the idea of obliging prisoners who receive amnesty to undergo reserve component (Komcad) training is still merely a proposal and has not yet become a final decision. “Not yet, not yet. We will first submit the proposal for amnesty,” Agus told reporters at the Presidential Palace Complex in Central Jakarta on Wednesday, 8 July 2026. Agus explained that the proposal still needs further discussion before the government makes a decision. “We will see later whether the programme will be implemented or not,” he said. He stated that, according to the plan, the Komcad obligation for amnesty recipients would only apply to those of productive age. “Yes, those of productive age. So that they do not become complacent, it is to restore their readiness to return to society, because they are of productive age,” Agus concluded. It was previously reported that President Prabowo Subianto is set to grant amnesty to prisoners. The amnesty will be given on Indonesia’s 81st Independence Day, 17 August 2026. The information is that on 17 August there will be an amnesty for prisoners,” said Agus. Agus then urged inmates to participate well in the prison’s development and guidance programmes to have the opportunity to receive amnesty from the President. “I appeal to those currently serving their sentences to follow the development and guidance process well. Hopefully, based on the officers’ assessment, you will get the opportunity to receive amnesty from the President,” he said. Agus explained that granting amnesty is one of the government’s concrete efforts to address overcrowding in a number of prisons and detention centres across Indonesia. He mentioned that the amnesty is planned to target inmates under the age of 35. However, amnesty recipients will not be immediately released, but will instead participate in a reserve component programme to build discipline after serving their sentences.
