Minimum Toll Service Standards to Undergo Total Overhaul, Details Revealed

The Ministry of Public Works (PU) is currently preparing new regulations to tighten the fulfilment of Minimum Service Standards (SPM) for toll roads. One of the key enhancements being prepared is more frequent inspections of toll road surface conditions.

The Head of the Toll Road Regulatory Agency (BPJT) of the Ministry of Public Works, Ni Komang Rasminiati, stated that the government is drafting a Ministerial Regulation (Rapermen) regarding toll road SPM. This regulation is intended to strengthen the provisions previously regulated under Ministerial Regulation PU Number 16 of 2014.

“Previously, the regulation for the SPM was still from 2014, Ministerial Regulation PU Number 16 of 2014. Currently, we are drafting the Rapermen for SPM with enhancements in accordance with the mandate of Government Regulation (PP) 23 of 2024 concerning toll roads,” said Komang during a Hearing Meeting (RDP) with Commission V of the Indonesian House of Representatives (DPR RI) at the Parliament Complex, Jakarta, on Tuesday (22/09/2026).

One of the prepared changes relates to the inspection of toll road surface unevenness through the International Roughness Index (IRI). Komang noted that while IRI surveys were previously conducted once a year, inspections will be increased to four times a year.

“In this Rapermen, we will strengthen this to be implemented four times a year. Therefore, a survey and recording of the IRI, or the toll road surface unevenness index, will be conducted every quarter,” she said.

With these changes, the condition of the toll road surface will be monitored every quarter or every three months. This step is part of the government’s efforts to strengthen the fulfilment of the SPM, which is a right of toll road users.

Komang added that the strengthening of the SPM regulations also includes the imposition of administrative sanctions on toll road business entities (BUJT) that fail to meet the established standards.

“Furthermore, we are also strengthening the imposition of administrative sanctions on toll road business entities that do not fulfil the SPM requirements stipulated in the Government Regulation, Ministerial Regulation, or the Toll Road Business Concession (PPJT),” she concluded.
