MIND ID Improves PT Timah Governance on Belitung Island
Jakarta (ANTARA) — MIND ID, together with PT Timah (Persero) Tbk, the government and other elements of society, is improving tin mining governance on Belitung Island, Bangka Belitung, through Presidential Regulation (Perpres) Number 79 of 2026.
“The government has issued Presidential Regulation Number 79 of 2026, which will serve as the legal basis for PT Timah to carry out improvements to tin mining governance in Belitung,” said MIND ID Chief Executive Maroef Sjamsoeddin during a hearing with Commission XII of the House of Representatives at the parliamentary complex in Senayan, Jakarta, on Tuesday.
Maroef said the problem that prompted the issuance of Perpres 79 was the failure to pay mining service fees in the Belitung area after the work plan and budget (RKAB) quota was exhausted, which caused social unrest in the community.
The problem culminated on 7 August 2026, when a Timah office in East Belitung was set on fire.
“This incident was triggered in part by social unrest caused by mining service payments from PT Timah to the community that could not be made,” he said.
To resolve the unrest, the government, through the Coordinating Minister for Law, Human Rights, Immigration and Corrections, asked PT Timah to provide compensation to the Belitung community and to draw up regulations to address the problems in Belitung.
These events led to the issuance of Presidential Regulation 79 of 2026 on the Acceleration of Tin Mining Governance Improvement in the Bangka Belitung Islands Province on 31 August 2026.
The provisions set out in the regulation include improvements to the governance of PT Timah’s mining business permit areas (WIUP); a one-year time limit for the governance improvement programme; a requirement for PT Timah to carry out administrative verification of the legality of tin commodities purchased from outside its WIUP; and tin production above the RKAB quota for one year, specifically for the Belitung area during the governance improvement process.
As such, the regulation allows PT Timah to purchase tin from mines located outside its WIUP, as well as to produce, process, refine and sell tin from PT Timah’s WIUP on Belitung Island even beyond the production quota approved in the RKAB.
“Through these efforts, tin commodity operations will be carried out on the basis of sound regulations and good governance, making it a business activity whose benefits are felt by more people,” said Maroef.
