Mid-level and Entry-level Officials in DKI Transportation and Fire Departments Prohibited from Working from Home on Fridays

Jakarta Governor Pramono Anung has emphasised that not all civil servants (ASN) are permitted to work from home every Friday. Several officials and departments directly involved in public services are required to continue working as usual. “In accordance with the circular from the Minister of Home Affairs and the ministerial decree regulating work from home, there are several exceptions that are not included in the work-from-home scheme,” Pramono stated at Jakarta City Hall on Wednesday (1/4/2026). Additionally, a number of agencies that interact directly with the public are obligated to remain on duty in the field. These agencies include the Civil Service Police Unit (Satpol PP), the Transportation Department (Dishub), the health sector, and the Fire and Rescue Department (Gulkarmat) or Damkar. “For example, mid-level and entry-level officials, as well as matters related to public services such as Satpol PP, the Transportation Department, Health, Gulkarmat, and Damkar, will continue to carry out their duties as usual,” he added. The Jakarta Provincial Government will regulate the proportion of ASN working from home under a specific scheme. Pramono noted that there is no fixed limit from the central government, so the province has set a work-from-home range of 25 to 50 per cent. “The minimum is 25 per cent up to 50 per cent; within that range, the work-from-home arrangements will be prepared by Mr Secretary General along with the Head of the Personnel and Human Resources Development Agency, and there will be a governor’s decree for it,” Pramono explained. Even when working from home, Pramono assured that ASN must still conduct attendance checks. The attendance system will be carried out via mobile devices using equipment already available to the Jakarta Provincial Government. “Anyone who violates this will face firm sanctions,” he said.
