Rini said the spirit of national awakening since the founding of Budi Oetomo in 1908 is about collective awareness to rise through education, unity, and culture. According to her, that spirit now needs to be transformed into the context of the digital era.

“Oleh karena itu, kita harus memanfaatkan segala instrumen yang tumbuh saat ini secara tepat, proporsional dan obyektif. Termasuk digitalisasi. Digitalisasi adalah tangga kemajuan tetapi kita harus memanfaatkannya dengan bijak dan proporsional,” she said in a written statement on Thursday (21/5/2026).

This year, the Harkitnas commemorations adopt the theme ‘Guard the Nation’s Youth for the Sovereignty of the State’. The theme aligns with the identitarian philosophy of this year’s commemoration that represents the spirit of safeguarding Ibu Pertiwi by all elements of the nation to move forward together through protecting the nation’s youth.

In essence, National Awakening Day remains a symbol that the Indonesian nation must continue to move forward and improve itself, including in the government sector.

Rini explained that bureaucratic reform is one tangible form of ‘awakening’ in the modern era. Because this demands changes in mindset, work culture, and bureaucratic structure to align with democratic values, justice, and the people’s interests.

She explained that currently the Ministry of Administrative and Bureaucratic Reform (PAN-RB) is accelerating the transformation of the Civil Servants (ASN). The transformation is carried out through strengthening the digital competencies of ASN to produce bureaucratic talent with digital competitiveness.

According to Rini, technological changes affect all aspects of government, moving toward an integrated data-based system that is oriented to the needs of the people, including education.

“Going forward, the ASN must undertake a major transformation toward digital government,” she said.

Rini also urged all civil servants to interpret National Awakening Day (Harkitnas) by accelerating the government’s digital transformation through strengthening talent, modernising work systems, and cross-sector collaboration.

She also noted that the bureaucracy of the future must be more responsive and data-based so that policies and public services can be carried out quickly, accurately, and measurably.

Rini stressed that the 2026 National Awakening Day commemoration is a call to all elements of society, from academics and practitioners to the younger generation, to rekindle the ‘Boedi Oetomo’ flame in every aspect of life.

“Let us make this moment a catalyst to reinforce social solidarity, enhance digital literacy, and ensure that every development step taken is oriented toward shared progress,” she concluded.
