MenPAN RB States ASN WFH is Not Casual Work in Cafes, with Sanctions and Rules
Minister for State Apparatus Utilization and Bureaucratic Reform (MenPAN RB) Rini Widyantini has stressed that work from home (WFH) for civil servants (ASN) is not about working from cafes. Rini emphasised that the mechanisms for WFH are already detailed in the MenPANRB Regulation (PermenPANRB). “It’s called work from home, after all. The mechanisms are already in the PermenPANRB,” said Rini to reporters at the Parliamentary Complex in Senayan, Jakarta, quoted on Wednesday, 1 April 2026. Furthermore, Rini explained that the WFH policy for civil servants (ASN) is not merely an adjustment to work patterns, but part of transforming government governance into a more modern and digitally-based system. “Indeed, it’s time for us to improve services to the public that are digitally based, while still paying attention to essential services,” she stated. Rini affirmed that sanctions for ASN who do not comply with these rules are regulated in Presidential Regulation Number 21 of 2024 as well as MenPANRB Regulation Number 1 of 2025. In addition, the civil servant performance assessment system has been prepared digitally by the National Civil Service Agency. Currently, almost all government agencies are connected to this system. “BKN has prepared how to conduct performance assessments digitally, and almost all agencies are already connected. So, insyaallah, we can proceed well,” she explained. Civil Servant Performance to Be Evaluated The government will evaluate the performance of civil servants (ASN) as the WFH policy rolls out starting April 2026. Rini revealed that the evaluation will be carried out through the e-kinerja application. “For all ASN, we will continue to conduct evaluations, or every work unit leader needs to evaluate performance, and we have provided e-kinerja,” she said. She further explained that the process will use direct links connected through the E-kinerja system. This platform has been provided by the National Civil Service Agency (BKN). “So every government agency has a direct link to use performance assessments through E-Kinerja, which has been provided by the National Civil Service Agency,” she stated.
