Menpan-RB Issues Ministerial Regulation on Part-Time PPPK
The Ministry of Administrative and Bureaucratic Reform (PANRB) has issued Ministerial Regulation No. 9 of 2026 concerning Part-Time Government Employees with Work Agreements (PPPK). The regulation, which governs the status of non-civil servant (non-ASN) personnel, was signed by Minister Rini Widyantini on 19 June 2026 and came into effect upon its enactment on 26 June 2026.
According to the ministry’s Deputy for Human Resources, Aba Subagja, this regulation provides a legal framework for the appointment of part-time PPPK and ensures their continuity amid limited formations and budget availability. “In principle, the part-time PPPK policy is implemented once as a solution during the transitional period of non-ASN employee structuring,” he stated on Sunday, 5 July 2026.
Part-time PPPK are employees who participated in the 2024 state civil apparatus (ASN) procurement selection but could not be appointed as full PPPK due to formation limitations. The determination of this status is part of the government’s policy for structuring non-ASN employees while the opening of PPPK appointments has been suspended over the past year.
Under this new regulation, part-time PPPK can now be appointed as full PPPK without undergoing a new selection process. “The appointment to full PPPK is not carried out through a new selection, but through a status transfer mechanism as stipulated in Articles 24 and 25 of Permen PANRB No. 9 of 2026,” Aba explained.
In accordance with these provisions, the transfer of their status to PPPK is proposed by the Personnel Development Officer (PPK) by considering budget availability and the results of employee performance evaluations, to fill vacancy needs within the respective agency. Subsequently, the Minister of PANRB will determine the detailed requirements, the Head of the National Civil Service Agency (BKN) will provide technical considerations for the status change, and finally the Personnel Development Officer will formalise the employee’s appointment.
Aba stressed that the appointment of part-time PPPK to full PPPK does not occur automatically. However, the employees concerned are also not required to undergo a new selection. “The appointment is made according to the agency’s needs, budget availability, and the individual’s performance,” he said.
In addition to this status transfer mechanism, Permen PANRB No. 9 of 2026 also provides an opportunity for part-time PPPK to participate in regular ASN recruitment. Article 26 stipulates that part-time PPPK may apply for the selection of civil servant candidates (PNS) or regular PPPK with the approval of the Personnel Development Officer.
