Menkomdigi states that Roblox and YouTube have not yet complied with PP Tunas
Jakarta (ANTARA) - Minister of Communication and Digital (Menkomdigi) Meutya Hafid stated that from the eight platforms requested to fulfil their obligations in implementing the initial phase of PP Tunas, only Roblox and YouTube have been deemed non-compliant with the regulation. PP Tunas, or Government Regulation number 17 of 2025 on the Protection and Governance of Electronic System Operators in Child Protection, stipulates restrictions on social media access for children under 16 years old. The platforms assessed as compliant are X, Bigolive, Instagram, Facebook, Threads, and TikTok. “We will continue to communicate, both formally and informally, in discussions regarding features with the two platforms that have not yet complied (with PP Tunas), namely Roblox and YouTube,” Meutya said at the Kemkomdigi office in Jakarta on Tuesday. Regarding Roblox, Meutya explained that the US-based gaming platform has currently made global feature adjustments. These adjustments, she said, are in line with policies delaying access for children to social media and gaming platforms that are starting and will apply in several countries. “However, even though this is a global policy, we remind them to also follow the rules applicable in Indonesia through PP Tunas in terms of high-risk indications,” she emphasised. Roblox has recently launched the Roblox Kids feature specifically for users aged 5-12 years who have passed the technological age verification process. This account can only access games with “Minimal” or “Mild” content labels. Nevertheless, Kemkomdigi assesses that Roblox has not fully complied with the provisions of PP Tunas because the game still allows communication with strangers. According to Meutya, this is a demand from parents in Indonesia to be restricted. “Even though they have made quite a lot of adjustments, we cannot yet accept Roblox’s proposal to state that Roblox has complied (with PP Tunas). So that means not yet; we still assess that there is no compliance with PP Tunas,” Meutya said. As for YouTube, Kemkomdigi is still awaiting commitment from Google’s platform to comply with PP Tunas. Kemkomdigi has issued an administrative sanction in the form of a first warning letter to YouTube. “We are still waiting for a response on the steps taken by YouTube (to comply with PP Tunas),” Meutya stated. Nevertheless, YouTube has engaged in informal communication with Kemkomdigi and has actually made some adjustments by stating an age limit of “possibly 16 years”. “Actually (YouTube) has slightly changed the display on its screen to (age limit) ‘possibly 16 years’. Unfortunately, in Indonesia, the law does not allow the phrase ‘possibly 16 years’. This is what we are demanding full compliance for, not ‘possible’ compliance from YouTube,” Meutya emphasised.
