Menkomdigi: Only Two Platforms Comply with PP Tunas Ahead of Implementation
Jakarta (ANTARA) - Minister of Communication and Digital (Menkomdigi) Meutya Hafid stated that only two social media platforms are complying with the provisions of Government Regulation No. 17 of 2025 on Child Protection in the Governance of Electronic Systems (PP Tunas) ahead of its effective date on 28 March 2026.
“Fellow colleagues, there are two platforms that are fully cooperative in fulfilling compliance obligations: the first is the X platform and the Bigo Live platform,” said Meutya at the Ministry of Communication and Digital office in Jakarta on Friday evening.
For the X platform, Meutya mentioned that it has changed its minimum user age limit to 16 years since 17 March 2026.
This was announced through X’s help centre page as well as user guidelines or community guidelines.
To the Government of Indonesia, X has also promised to deactivate accounts that do not comply with its user guidelines starting Saturday (28/3).
Next, for Bigo Live, this digital platform has been deemed fully cooperative in fulfilling PP Tunas by changing its user age limit to 18+ from the previous 13+.
These user provision changes can be seen in the user agreement or (user content) and also the security policy (privacy policy).
Bigo Live has even updated the user classification description in app stores such as the App Store on iOS and Google Play Store on Android to an application for users aged 18+. They have also prepared a special mechanism to filter users in accordance with this age requirement.
“They have also reported that they will implement a multi-layered moderation system using artificial intelligence and human verification to review and check accounts under 18 years old,” said Meutya.
Meanwhile, TikTok and Roblox are currently categorised as platforms that are partially cooperative with PP Tunas.
Whereas the other four platforms—Facebook, Threads, Instagram, and YouTube—still do not meet the PP Tunas requirements.
PP Tunas was initially introduced and inaugurated by President Prabowo Subianto in March 2025. This regulation aims to regulate the governance of digital platforms as electronic system operators (PSE) to provide safe services for children.
This regulation is expected to protect Indonesian children from potential security threats in the digital space, such as cyberbullying, digital scams, and exposure to negative content like pornography.
Most recently, Minister of Communication and Digital Meutya Hafid has officially issued Minister of Communication and Digital Regulation No. 9 of 2026 as the implementing regulation for PP Tunas.
The Minister of Communication and Digital Regulation No. 9 of 2026 regulates the obligations of PSE to include age limits for services or features provided by PSE and to conduct self-assessments to determine risk profiles.
Minister of Communication and Digital Meutya Hafid emphasised that this regulation is effective from 28 March 2026, limiting children from high-risk digital platforms, particularly eight platforms: YouTube, TikTok, Facebook, Threads, Instagram, X, Bigo Live, and Roblox.
