Menko PMK Pratikno: Task Force PRR Recovery Achievements Are Very Good!

Five months after floods swept across Sumatra in three provinces, positive news is emerging. Of the 53 affected districts in Aceh, North Sumatra, and West Sumatra, around 39 have now relatively recovered.

The Head of the Task Force for Accelerating Rehabilitation and Reconstruction (Satgas PRR) Post-Sumatra Disaster, who is also the Minister of Home Affairs Tito Karnavian, conveyed this data to the Head of the Task Force Coordinating Team, who also serves as the Coordinating Minister for Human Development and Culture (Menko PMK) Pratikno, during a ministerial-level meeting at the Menko PMK Office on the 14th floor in Jakarta on Monday, 6 April 2026.

“We have received a complete report. The achievements are already very good, but of course we must move to the next stage,” said Pratikno.

The meeting was attended by the Coordinating Minister for Community Empowerment Muhaimin Iskandar, the Minister of Public Works Dody Hanggodo, and the Head of the National Disaster Management Agency (BNPB) Lieutenant General Suharyanto.

Also present were the National Coordinator of the Satgas PRR, Inspector General of Police Wahyu Bintono, the Director General of Regional Administration Development at the Ministry of Home Affairs Safrizal ZA, the Deputy for Regional Development at the Ministry of National Development Planning (PPN)/National Development Planning Agency (Bappenas) Medrilzam, and the Deputy for Coordinating Housing and Settlement Infrastructure Development at the Coordinating Ministry for Infrastructure and Regional Development Ronny Ariuly Hutahayan.

The report from the Task Force Head to the Coordinating Team Head is mandated in Presidential Decree of the Republic of Indonesia Number 1 of 2026. In that policy, the Satgas PRR is mandated to submit an action plan for accelerating rehabilitation and reconstruction to the Head of the Coordinating Team to be established as a reference for implementation. Subsequently, the Head of the Coordinating Team also has the obligation to report the implementation of its duties to the President every two months or as needed.

In the same Presidential Decree, the Head of the Coordinating Team appointed by the President is Menko PMK Pratikno. Its membership consists of several high-ranking state officials, namely the Coordinating Minister for Politics and Security, the Coordinating Minister for Infrastructure and Regional Development, the Coordinating Minister for the Economy, the Coordinating Minister for Food, the Coordinating Minister for Community Empowerment, the Minister of Finance, the Commander of the Indonesian National Armed Forces, and the Chief of the Indonesian National Police.

With the report from Task Force Head Tito, it means there are still 14 districts that require government attention. Tito stated that all those areas will continue to be pushed for accelerated recovery so that community life returns to normal.

Tito detailed that the 14 districts consist of 3 from West Sumatra, namely Padang Pariaman, Agam, and Tanah Datar. There are also 3 from North Sumatra, namely South Tapanuli, Central Tapanuli, and North Tapanuli. Meanwhile, in Aceh, there are still 8 districts, namely Bener Meriah, Central Aceh, Gayo Lues, Aceh Tamiang, East Aceh, North Aceh, Pidie Jaya, and Bireuen.

The assessment for relatively recovered districts is not from a vacuum. Tito stated that the Satgas PRR has established several indicators, including the operation of local government, recovery of health and education services, and restoration of land connectivity.

In addition, recovery is also measured by the revival of economic activities such as markets, availability of basic services like electricity, internet, drinking water, and clean water, as well as energy distribution through LPG and petrol stations. Other indicators include river normalisation, recovery of agriculture and fisheries sectors, handling of refugees and provision of social assistance, to cleaning up mud and residual materials such as piles of wood.

To achieve 100 percent recovery in the three provinces, the government is preparing a Master Plan (Renduk), which is currently in the finalisation stage. The Ministry of PPN/Bappenas will propose that draft to be in the form of a Presidential Regulation (Perpres) so it can serve as a reference for the recovery process.

Nevertheless, while waiting for the master plan to be finalised, Tito already knows which parts need to be prioritised first, one of which is permanent housing or huntap. Because he does not want the community to stay in temporary housing for too long.

“Each one is expecting the government to build housing for their homes,” Tito said after the meeting.

In this regard, the Satgas PRR is preparing three options that can be chosen by the affected community in the construction of huntap. The first option is the in situ scheme, namely construction on land owned by residents deemed safe, with the construction process carried out independently by the community and supported by a budget assistance of Rp 60 million from BNPB, disbursed in two stages.

The second option also uses the in situ scheme, but the construction is carried out directly by BNPB on land owned by residents with temporary assistance value of Rp 60 million. Meanwhile, the third option is the communal scheme, namely construction in the form of a housing area or complex, which is generally intended for residents who must be relocated from vulnerable areas such as riverbanks or cliff areas. In this scheme, the land is prepared by the local government.

Overall, based on Satgas PRR data as of Monday, 6 April 2026, the progress of huntap construction in the three provinces has reached 230 units. The government will continue to accelerate this construction because the overall target is 35,368 units.

“Huntap, main roads, basically the most essential basics are recommended to be completed in 2026,” said Tito.

The fastest achievement according to Tito is in the health indicator. No wonder, the government has managed to operate 100 percent of the district hospitals from a total of 87 affected since 7 January 2026. The same goes for the 867 puskesmas, which are now all back in operation. Leaving 2
