Melasti Beach Land Case: Controlled Since 2014, Ownership Certificates Transferred
A 23-hectare plot of land in the Ungasan area, Badung Regency, Bali, has been seized by the Indonesian National Police’s Anti-Corruption Division (Kortastipidkor). Located approximately 1 kilometre from Melasti Beach, the land was seized during an investigation into alleged corruption regarding the control of state assets.
The value of the land is significant. According to calculations by the Audit Board of Indonesia (BPK) up to 2024, the asset is valued at approximately Rp 2.2 trillion.
Here are the facts regarding the 23-hectare land in Ungasan currently seized by Kortastipidkor Polri:
Preliminary Value of Rp 4.8 Trillion
Brigadier General Indra Lutrianto, Director of Asset Tracing and Security (P2A) of Kortastipidkor Polri, stated that this figure is a preliminary estimate and does not yet constitute a final determination of state financial losses. “The figure is a temporary value and is not yet the final determination of state financial losses,” Indra stated during a press conference regarding the land seizure in Ungasan, Badung Regency, on Thursday (17/09/2026).
Meanwhile, the potential value of the asset in 2026 is said to have multiplied. Indra noted that because the land is located in a Balinese tourism area, it possesses premium value potential. His office estimates the current asset value could reach up to Rp 4.8 trillion. “Due to its location in a tourism area and its potential for tourism development or modern residential use, the asset value could even reach approximately Rp 4.8 trillion,” he added.
Controlled Since 2014
Kortastipidkor stated that the land has been controlled by PT Marga Srikaton Dwipratama (MSD) since 2014. This control originated from an asset swap process, known as ‘ruislag’, which is deemed to remain unresolved. PT MSD reportedly won the auction to control the land. As compensation, the company was obligated to construct the BPN Bali building; however, the construction of said building has never been realised.
Transfer of Certificates
By 2022, the Right to Use Certificate (Sertifikat Hak Pakai) for the land was transferred from the Regional Office of the National Land Agency (BPN) Bali to the Ministry of ATR/BPN. Meanwhile, PT MSD has maintained control of the land by installing fencing, signage, and guard posts.
No Suspects Named, 9 Witnesses Questioned
Kortastipidkor has not yet named any suspects in the case. Police have currently interrogated nine witnesses to deepen the investigation. Indra revealed that the witnesses examined represent several agencies, including the Ministry of ATR/BPN, the Regional Office of BPN Bali, and private entities, including PT Marga Srikaton Dwipratama (MSD), which previously won the land auction. Additionally, PT Telehouse was questioned as a witness because one of the company’s telecommunications towers stands on the 23-hectare site.
Regarding the naming of suspects, Indra noted that the potential suspects could include either corporations or individuals. “The naming of suspects will be updated later. It could be individuals, or it could be a corporation,” Indra explained.
