Megawati's appeal

Last week President Megawati Soekarnoputri issued two
important appeals. The first was when she addressed a ceremony at
the Waseda University in Japan, which awarded her the title of
doctor honoris causa. The second was made at Friday's 56th
anniversary of the Indonesian Military (TNI) at Halim
Perdanakusuma, Jakarta.

The first appeal stressed the importance of all parties to
uphold the law. The President specifically asked that officials
show their commitment in this regard. The second was directed to
the TNI, in which she asked the military to leave practical
politics. She also requested that they adjust their doctrines.

Her emphasis on these two areas are right on target. Law still
loses out to political lobbies which carry their respective self
interest. And the military's orientation have so far made law
enforcement more difficult.

As head of state, Megawati has displayed the correct stance to
show the necessary direction of the country. Yet as head of
government she needs to increase her capability to be able to
turn her appeals into reality. It is this ability that needs to
be improved in the current Megawati administration.
