Dewan Pembina Persatuan Guru Seluruh Indonesia (PGSI) Muhammad Zen said he represented nine professional organisations of private-school teachers nationwide to meet Baleg representatives. He said all the wishes of private-school teachers were calling for improved welfare.

“Regarding revising the ASN Law this cannot be done, but with a new law, the law that regulates private-school teachers. Of course with the status, with the affirmation the same as PPPK, but with a special law for teachers,” Zen told reporters on the sidelines of a protest in front of the DPR building, Central Jakarta, Wednesday (20/5/2026).

Zen said the law would specifically address regulations for private-school teachers. He asked that the contents of the articles include provisions that guarantee the welfare of private-school teachers. “There will be chapters or articles specifically ensuring the welfare of private-school teachers. There will be a standard minimum salary for teachers in Indonesia, not as has happened all this time,” he said.

“Salaries only up to now, after decades of teaching, are still hundreds of thousands, still below one million. This is very unfit while the responsibilities and commitments of teachers are the same between public and private sectors,” he added.

Zen explained that for now, salaries for private-school teachers are borne by foundations. Yet not every foundation has large funds.

“It is not possible to burden the foundations; the state must be present. The state must not dichotomise, the state must not marginalise the status of teachers in these foundations,” he said.
