Mediation Stalls as TNI Accuses Victim's Family of Demanding Rp 3.3 Billion Compensation for Stray Bullet Incident
JAKARTA, KOMPAS.com — The Indonesian Navy (TNI AL) has revealed the reasons behind the stalled mediation process with the family of Darrell Fausta Hamdani (14), a student at SMPN 33 Gresik who became a victim of a stray bullet.
TNI AL considers the compensation demands submitted by the victim’s family to be excessively high, making it difficult to fulfil.
Legal Officer of the 2nd Combat Support Regiment (Banpur), Major Ahmad Fauzi, stated that the value of the demands amounts to more than Rp 3.3 billion.
Fauzi explained that the demands were submitted by the victim’s mother, Dewi Murniati, through a written summons. Based on the unit’s calculations, the total compensation claim for two victims, namely Darrell and his friend Renheart, reaches Rp 3,375,000,000.
According to Fauzi, the substantial amount has prevented agreement in the two mediation sessions held on 7 and 14 January 2026.
“We must also consider the applicable legal principles of propriety, proportionality, and legitimate mechanisms,” Fauzi clarified.
Nevertheless, he assured that TNI AL remains open to communication to find the best solution.
Fauzi also refuted accusations that the unit has failed to take responsibility for the victims. He claimed that all medical needs have been covered since the incident occurred.
“The unit has provided treatment at Siti Khodijah Hospital, including funding the entire projectile removal surgery, care during the surgery and subsequent check-ups, as well as providing solace payments to the family,” Fauzi stated.
“Meanwhile, my child has had six check-ups in total, but only one was funded. The rest I paid for myself, including consultation fees for a psychologist due to trauma,” Dewi explained to Kompas.com.
Fauzi added that the resolution differed for the other victim in the same incident, Renheart. According to him, Renheart’s family has settled the matter amicably.
On 12 March 2026, Renheart’s parents are said to have revoked the power of attorney from Dewi Murniati and stated that they would not sue the unit, either civilly or criminally.
“On Friday, 13 March 2026, Renheart Okto Hananya’s parents, Mrs Inmawati and Mr Tanur Loter, produced a video clarification and apology to the 2nd Marinir Menbanpur unit,” Fauzi said.
