Media: ISF only able to deploy a dozen personnel in Gaza

The International Stabilisation Force (ISF) in the Gaza Strip, Palestine, has only been able to deploy around 10 to 20 personnel, far below the initial target of 20,000 troops, according to a report by The Wall Street Journal. The report, citing sources familiar with the matter, stated that the peace plan proposed by United States President Donald Trump called for the deployment of 20,000 ISF personnel in Gaza. The force is designed to prevent the Hamas group from rebuilding its military capabilities. However, the ISF is still struggling to send an initial wave of personnel numbering just two dozen people, the daily reported. Nevertheless, an unnamed US military official said that Albania, Kazakhstan, Kosovo, and Morocco are in the process of signing formal commitments to join the ISF. In November 2025, the UN Security Council adopted Resolution 2803 to implement the Gaza peace plan agreed upon by Israel and Hamas in October 2025. US President Donald Trump’s special envoy, Steve Witkoff, announced the second phase of the plan in mid-January. This stage includes the withdrawal of more Israeli troops from the Gaza Strip, the deployment of the ISF, and the establishment of a new governance structure involving a US-led Peace Council.
