Medan Mayor Rico Waas Suspends East Medan Sub-district Head Over Position Auction Scandal
Medan Mayor Rico Tri Putra Bayu Waas has officially suspended East Medan Sub-district Head Fernanda on a temporary basis, effective Monday (10/8). The move was taken after he was suspected of involvement in a scandal of abuse of authority by engaging in the practice of buying and selling positions.
Head of the Medan City Civil Service and Human Resources Development Agency (BKPSDM) Subhan Fajri revealed that the temporary release from duty was set out in Medan Mayor Letter Number 80.0.1.6.2/13035.K.
“This temporary release from duty is a form of the city government’s commitment to maintaining the integrity of the apparatus, as well as realising clean, professional, accountable governance that is free from abuse of authority,” he said on Monday (10/8).
Subhan explained that the temporary removal stemmed from the handling of a public complaint that was followed up through a special audit by the Medan City Inspectorate. Based on Inspectorate Audit Report Number 700.1.2.1/138.6/INSP/2026 dated 30 July 2026, the alleged misconduct occurred while Fernanda was still serving as Acting Head of Medan Amplas Sub-district.
In the report, Fernanda was concluded to have abused his authority by promising to arrange job placement positions within the Medan City Government by requesting and receiving sums of money.
Following the findings, the Inspectorate recommended the formation of an ad hoc examination team to process the imposition of disciplinary punishment against Fernanda. This was done by considering a sanction in the form of severe disciplinary punishment.
“Following up on the recommendation, we formed an ad hoc examination team and carried out the examination stages in accordance with the provisions of laws and regulations concerning civil servant discipline,” said Subhan.
He added that the suspension status is purely intended to facilitate and maintain the effectiveness of the examination process by the team that has been formed. It is not a form of final disciplinary punishment. “The decision regarding the type of disciplinary punishment will be handed down after all stages of the examination have been completed,” he concluded.
