Mayor Neni Ensures Bontang Residents' Health is Securely Guaranteed
Bontang Mayor Neni Moerniaeni continues to ensure that the health of residents is securely guaranteed through a free health insurance programme. For the programme’s sustainability, the City Government and the Bontang Regional People’s Representative Council (DPRD) are encouraging the utilisation of Corporate Social Responsibility (CSR) or Environmental and Social Responsibility (TJSL) funds from private companies. Mayor Neni Moerniaeni stated that the free health insurance programme for all Bontang residents has been a top priority since the beginning of her leadership. The Bontang City Government had previously anticipated the central government’s policy regarding the deactivation of thousands of Contribution Assistance Beneficiaries (PBI JK) by immediately reallocating approximately 2,753 to 3,000 affected participants so that their contributions are now covered by the regional budget (APBD). However, to navigate regional fiscal limitations, the Bontang City Government held a Socialisation of the Contribution Sharing Scheme (SSI) for Non-Wage Earning Workers registered by the Regional Government (PBPU PD) with the business community at the Mayor’s Official Residence Hall on Tuesday, 21 July 2026. ‘This independent financing scheme through collaboration with the business world is an innovative solution to keep the community healthy, ensure excellent medical services, and maintain our regional fiscal resilience in a stable manner,’ she said. This mutual cooperation scheme is designed so that public health financing does not fully burden the Regional Budget (APBD). Also present were the Head of the Health Office, Toetoek Pribadi Ekowati, the Head of Development Administration at the Regional Secretariat, Mikhael Edy Salamba, as well as the heads of BPJS Kesehatan and BPJS Ketenagakerjaan for Bontang City. The cross-sector synergy was further strengthened by the presence of the Head of BPJS Kesehatan for East Kalimantan Province, Adrielona JMS. The Head of BPJS Kesehatan Bontang City, Laily Jumiati, explained the technicalities of the SSI implementation to the company management representatives in attendance. BPJS mapped out the importance of the private sector’s contribution in absorbing the membership contributions of independent workers (PBPU) registered by the local government. The presence of these business entities signals the start of a long-term collaboration to maintain Bontang City’s Universal Health Coverage (UHC) status.
