Mayor Fadly Amran Shares Hydrometeorological Disaster Management Tips at GSDC 2026
Padang Mayor Fadly Amran appeared as a keynote speaker at the Global Sustainable Development Congress (GSDC) 2026. As the only regional head invited to the forum held at ICE BSD on Wednesday, 24 June 2026, Fadly was asked by moderator Benjamin Horton, Dean of City University of Hong Kong, to present tips on handling hydrometeorological disasters in Padang City. Padang is located on the Ring of Fire and is a coastal city with a short distance between the coastline and the mountains, resulting in high rainfall and significant potential for earthquakes, tsunamis, and strong winds. According to Mayor Fadly, disaster management in Padang is divided into four main stages: emergency response, rehabilitation, reconstruction, and continuous improvement of preparedness. “Collaboration among all parties (KSB, TNI-Polri, private sector) and preparedness are the keys to Padang’s success in being resilient against disasters,” he said. Collaboration with academics, he continued, is also an important part of preparing science-based policy. Fadly stated that the Padang City Government has also demonstrated budgetary commitment to community needs in disaster management, with Rp 371.85 billion already disbursed for hydrometeorological disaster response in the city. Also present at the event were Assistant Professor Jung Eun Chu, Assistant Professor Peipei Chen, and Assistant Professor Ping Han from City University of Hong Kong. According to Jung Eun Chu, what occurred in Padang and the Southeast Asian region, particularly during Tropical Cyclone Senyar, was truly extraordinary. “Researchers are currently studying this,” she said. Peipei Chen noted that the method of handling data in disaster management is very important. “Primarily, observing data trends before a disaster occurs allows for faster, more measured response when a disaster strikes, as seen in Padang City,” she said.
