JAKARTA — Not everyone is eligible to apply for a Subsidised Housing Mortgage (KPR Sejahtera) under the Housing Financing Liquidity Facility (FLPP) programme.

The government has established income limits for low-income earners (MBR) entitled to utilise this housing financing facility. The salary threshold differences are regulated under Housing and Settlement Area Ministry Regulation (Permen) Number 5 of 2025 concerning Income Thresholds and Criteria for Low-Income Earners, as well as Requirements for Facilitated Housing Development and Acquisition.

To utilise this facility, several conditions must be met by subsidised mortgage applicants. “These are individuals with limited purchasing power who require government support to obtain housing,” stated Sid Herdi Kusuma, Deputy Commissioner for Housing Savings Fund Utilisation at the Housing Savings Fund Management Agency (BP Tapera), in an interview on Saturday (28 February 2026).

“To access subsidised housing, low-income earners can directly download the SIKASEP/Tapera Mobile application to select housing and choose their bank,” he said.

Subsidised house prices in 2026 show no increase from 2025 levels. This was confirmed by BP Tapera Commissioner Heru Pudyo Nugroho.

“Subsidised KPR FLPP house prices for 2026 have not increased and remain consistent across the five regional zones,” Heru stated when contacted separately.

Subsidised house prices are regulated under the draft Public Works and Public Housing Ministry Decision (PUPR) Number 689/KPTS/M/2023. This ministerial decision establishes maximum selling prices for subsidised housing in 2023 and 2024. Should no updated regulations be issued in subsequent years, subsidised house prices continue to follow the 2024 guidelines.

For reference, the maximum selling prices for subsidised housing across Indonesian regions in 2026 are structured according to five regional zones as previously established.
