Mataram Labour Office Opens THR Helpdesk as Firms Violating Rules Face Sanctions
The Mataram City Department of Labour (Disnaker) has opened a THR complaints post from 2 to 27 March 2026 at the Disnaker office on Jalan Gajah Mada, Sekarbela. The post is open to workers and labourers, including couriers working for app-based services, to report THR-related problems.
Acting head of Disnaker Mataram, Miftahurrahman, said the complaints post has been established on the grounds of the Disnaker Office since 2 March 2026. The post is intended to receive reports from workers in Mataram who have THR issues. The post operates 08:00–14:30 WITA, Monday to Thursday; reports can be submitted in person or via the Disnaker hotline.
Miftah explained that under the Minister of Manpower’s Decree No M/3/HK.04.00/III/2026 on THR implementation for workers and firms, THR may be paid to workers who have worked continuously for at least one month, and those with fixed-term contracts are also eligible.
‘Based on the ministerial decree and applicable law, THR must be paid no later than seven days before Lebaran,’ he said. For workers with one year of service or more, THR equals one month’s wage. For workers with one month to less than a year, THR is pro rata, calculated as the length of service divided by 12, multiplied by one month’s wage.
Separately, under Minister of Manpower’s Decree No M/4/HK.04.00/III/2026 on driver and courier bonuses for app-based services, platform companies must pay THR no later than seven days before Lebaran. Raya Bonus (BHR) can be paid in cash or be at least 25% of annual net average income.
‘We ensure the reporter’s identity is kept confidential. The data will underpin follow-up actions on the reports received. An important point is that THR must not be paid in installments, and payments must reflect the employee’s period of service,’ Miftah said.
Disnaker Mataram noted that in 2025 several companies were reported for not paying THR and all cases have been resolved. This year, Disnaker expects employers to comply with the applicable rules. If violations are found, Disnaker will conduct clarifications and follow up in accordance with regulations, including possible reviews of licensing and business administration aspects. ‘We hope this year that employers will comply with the rules,’ he said.
