The Mataram City Government is intensifying the optimisation of Digital Identity (IKD) usage to tighten population administration. This measure aims to narrow the practice of ‘entrusting’ family cards (KK), which often surges ahead of the New Student Admission System (SPMB).

Plt Head of the Mataram Population and Civil Registration Office (Dukcapil), Mansur, stated that service counters only process documents for citizens whose applications meet administrative requirements. He admitted difficulties in tracking hidden motives, such as sudden changes of domicile aimed at targeting specific schools through the zoning or domicile pathway.

‘We remain bound by population administration rules. If they meet the document requirements, their application will certainly be processed,’ Mansur confirmed on Thursday (11/6/2026).

According to Mansur, the shift from manual validation to a barcode-based IKD system is considered a solution to anticipate ‘entrusting’ actions. Through IKD, all prospective students’ population data is automatically integrated, thereby closing loopholes for physical data manipulation.

‘In new student admissions, just use IKD to make it more effective. It is much better,’ he explained.

Mansur stated that implementing IKD will narrow the space for family card entrustment practices, as this digital system cuts through verification bureaucracy. Consequently, school admissions committees no longer need to be burdened with checking the validity of physical documents at the Dukcapil office because the data in the IKD is already final and legally valid.

‘This means we do not work twice. Dukcapil does not have to test the truth of the data. With IKD, everything is already perfect. Everything is recorded there,’ he stressed.

On the other hand, although the use of IKD is believed to minimise fraudulent entrustment of family cards, the Mataram City Government will still deploy Dukcapil personnel to be centralised at the Education Office. If the SPMB committee finds any suspicious student domicile transfer documents, Dukcapil will immediately validate the data on the spot.

‘We are not on standby at schools, but at the Education Office. When the Education Office receives suspicious data, we are on standby there. It is like that every year. We will check the truth of it later,’ Mansur concluded.
