The Mataram City Government (Pemkot Mataram) has responded to scrutiny from the Mataram City DPRD regarding the Rp 5.7 billion budget for construction management of the new mayor’s office, which was deemed excessively large.

“Construction management is not just supervision; it covers everything, including forming a PPK for work oversight. It also involves reviewing work results and providing advice to the PPK,” said Lalu Muhammad Iqbal, Head of the Goods and Services Procurement Section (PBJ) of Mataram City, when contacted on Wednesday (6/5/2026).

“Regarding the Rp 5.7 billion, it should be understood that this is a multi-year contract for three years of work (starting this year),” he explained.

Meanwhile, Lale Widiahning, Head of the Mataram City Public Works and Public Housing Department (PUPR), explained that construction management has very diverse tasks. These include reviewing the Bill of Quantities (RAB), reviewing drawings, and preparing tender documents that will subsequently be submitted to the UKPBJ for tendering.

“As for why the construction management (MK) amount is a fantastic Rp 5.8 billion, it is obtained through interpolation in accordance with the Ministry of Public Works Regulation. The duration is 27 months, as it is multi-year,” said Lale when contacted on Wednesday.

“Thus, from the interpolation in the Ministry of Public Works Regulation with a construction value of Rp 180 billion, the construction management cost comes to Rp 5.7 billion. However, after we contracted in April last month, it became Rp 5.6 billion. So now the MK is already working,” Lale added.

The preparation for the next stage of tendering for the new mayor’s office construction is targeted for the end of May 2026.

“Why did we choose MK instead of a supervisory consultant? Because this is one of the strategic projects in Mataram City. With a value of Rp 180 billion, the level of difficulty, this project category is non-standard, meaning the level of difficulty, the amount of funds, and it is followed by national contractors who may participate in the tender. This is what led us to choose MK to assist us,” Lale explained.

According to Lale, MK has a variety of experiences and expertise, such as at least intermediate level in structural experts, architectural experts, mechanical electrical experts, plumbing experts, up to occupational health and safety (K3).

“And all of that does indeed cost a lot. So it’s not wasteful. And they will be contracted for 27 months. So the time span is long,” Lale emphasised.

Previously, Abd Rahman, Chairman of Commission III of the Mataram City DPRD, viewed the procurement of a supervisory consultant worth billions as a form of wastefulness.

“Indeed, regulations allow it, referring to Ministry of PUPR Regulation Number 22 of 2018, but not everything that is allowed needs to be done. This is about budgetary sensitivity,” he said.
