Massive Bureaucratic Reshuffle in Klungkung, Regent Satria Inaugurates 132 Officials
Klungkung Regent I Made Satria has carried out a major reshuffle in the ranks of the Klungkung Regency Government (Pemkab) bureaucracy. A total of 132 officials, from administrators to supervisors, were inaugurated at the Ida Dewa Agung Istri Kanya Cultural Hall on Tuesday (5/5/2026).
Notably, Satria emphasised that this inauguration is merely the beginning. He gave a strong signal of forthcoming follow-up mutations in the near future. “This is the first wave. I say this is the first wave because there will be subsequent waves,” Satria stated firmly in his speech.
Regent Satria revealed that over his one year and three months in office, he has continuously evaluated the performance of civil servants (ASN) in Klungkung. He admitted to still finding instances of unresponsive public services in addressing residents’ complaints.
“I still see and witness services that are slow and not quick enough in responding to what are the community’s complaints,” he remarked.
He urged the newly inaugurated officials to immediately step out of their comfort zones. Satria reminded ASN to discard sectoral egos that have hindered coordination among Regional Device Organisations (OPD).
“Discard sectoral egos, discard the ego of ‘my task is done, why should I help others’. We need collaborative performance. No one in Klungkung can be great alone,” he added.
Satria’s major ambition in this mutation is to accelerate economic growth and reduce poverty rates. He expressed dismay that Klungkung still holds the title of one of Bali’s poorest regencies, despite its vast potential.
“So that we no longer continue to bear the title of the poorest regency in Bali. Our region is indeed small, but our potential is very large. Let us run fast. Don’t get stuck in the comfort zone. Do innovations, think out of the box,” he encouraged.
In front of the officials, Satria also reminded them of the essence of a leader as a servant of the community, not someone who demands excessive respect.
“I am an outsourcing worker for five years. Not an official who must be respected. We are servants of the community, not officials lounging around,” he said.
At the end of his speech, Satria stressed the importance of integrity. He issued a stern warning that positions could shift at any time if performance does not show real change.
“There is no tolerance for behaviour that tarnishes public trust,” he concluded.
Meanwhile, the Head of the Personnel and Human Resources Agency (BKPSDM) of Klungkung, Ida Bagus Wirawan Adiputra, explained that the sworn-in officials include 75 Administrators, 55 Supervisors, 1 Head of Puskesmas, and 1 Functional Expert Mid-level Official.
“So in this mutation, there are rotations and promotions. The portions are almost equal from these 132,” Wirawan clarified.
