Marinus Gea Supports Additional Budget for Komnas HAM and Komnas Perempuan

House of Representatives Commission XIII member Marinus Gea supports the additional budget proposal submitted by Komnas HAM and Komnas Perempuan during a hearing with the commission. According to him, discussions regarding the budget needs of both institutions have taken place, and in principle, Commission XIII can understand the proposals to support the implementation of the constitutional mandate carried by Komnas HAM and Komnas Perempuan.

“The discussion has taken place, we had some corrections earlier regarding data presentation, and in principle, everything that has been proposed we can understand together to fulfil the constitution mandated to Komnas HAM and also to Komnas Perempuan,” Marinus said in a written statement on Monday (15/6/2026).

He revealed that during the meeting, he also raised the issue of the additional budget proposal because there are still a number of programmes that have not received funding allocations. “And earlier I also touched on the issue of the additional proposal because there are many budgets that they still allocate at zero, nil, and there is no budget,” he said.

Marinus said he had questioned whether the proposed additional budget would truly impact the fulfilment of victims’ rights and the main duties of the two institutions. From the explanation received, the additional budget is indeed intended to support the fulfilment of needs directly related to the duties of Komnas HAM and Komnas Perempuan.

“And I asked, if the additional proposal is fulfilled, proposed by Commission 13 later supporting this additional proposal, whether the fulfilment of victims’ rights, human rights which are the main duties of Komnas HAM and Komnas Perempuan, are fulfilled, and it turns out that the figures proposed for addition are to meet those figures,” he said.

Regarding the effectiveness of the programmes being run, Marinus assessed that the budget utilisation by Komnas HAM has been going well, in accordance with the main duties and functions of the institution. “For all partners with whom we have conducted discussions, for Komnas HAM I think it is very precise, in accordance with its duties and functions and very efficient,” he said.

He added that Komnas HAM’s budget is more directed towards efforts to fulfil the rights of people who have experienced human rights violations. “I think there are no budgets more directed towards development affairs, but rather towards how to pursue the fulfilment of the rights of people whose human rights have been violated,” said Marinus.

Meanwhile, regarding the additional budget proposal for Komnas Perempuan, Marinus stressed that Commission XIII of the House of Representatives gives its full support. According to him, the institution has an important role in fulfilling human rights, especially for women as stipulated in the Sexual Violence Crime Law (TPKS).

“Yes, we will definitely support the additional proposal from Komnas Perempuan. Why? Because Komnas Perempuan is very much related to the fulfilment of human rights, as also mentioned in the TPKS Law. As we know, many women in Indonesia have their human rights violated,” he said.

Marinus assessed that the amount of the additional budget proposed by Komnas Perempuan is relatively small, so it is not an issue for Commission XIII to support it. “And their proposal was just a little, there is no problem. Commission 13 has agreed to support their additional proposal,” he concluded.
