Many Jakarta buildings fail to renew Laik Fungsi certificates, some expired since 1996
The Jakarta Regional House of Representatives’ Special Committee on Parking Management found numerous buildings in Jakarta failing to process or renew their Laik Fungsi Certificates (SLF). Some buildings have not renewed their SLF since 1996. Committee chair Jupiter stated the findings came during hearings with private and government building managers to discuss compliance with SLF requirements. “Many entrepreneurs and building owners are neglecting expired permits that have long passed their validity. Some have been inactive for 10 years, even up to 15,” Jupiter said at the DKI Jakarta Regional House of Representatives building on Tuesday (26 May 2026). “We summoned 23 parties, but five did not attend. Among those present, 15 did not possess valid SLFs,” Jupiter added. The SLF is a crucial document to ensure buildings are safe for public use, including evacuation routes and safety systems in case of fire or disasters. “In the event of a fire or disaster, we must ensure the permits are renewed so that evacuation routes remain intact and safety measures are in place,” he said. During the meeting, the committee found several buildings with expired SLFs. One example is a hotel in Sunter Lake, North Jakarta, which has not renewed its SLF since 1996. Hotels in Mangga Dua, North Jakarta, and Thamrin, Central Jakarta, also have expired SLFs, some for up to 10 years. The committee also identified hospitals with expired SLFs. “We found that many of those summoned, including Pondok Indah Hospital, have expired SLFs, meaning they are operating without valid permits,” Jupiter said. In addition to hospitals and hotels, several universities, including Esa Unggul University, Bina Nusantara University (Binus), and Hamka University, were found to have SLF issues. Jupiter stressed the issue must not be taken lightly as it affects public safety in buildings used daily.
