Many Civil Servants Suffer After Retirement, How Can This Be?
Jakarta, CNBC Indonesia - A solution to the salary scheme issues for State Civil Apparatus (ASN), including Civil Servants (PNS), remains elusive. As a result, an increasing number of ASN are suffering upon entering retirement. “Currently, the basic salary is supplemented by many allowances, so when they retire, their income drops drastically. Consequently, many of our ASN suffer more and wish they did not have to retire; they want to move into functional positions,” said Head of the National Civil Service Agency (BKN) Zudan Arif Fakrulloh during a working meeting with Committee I of the Regional Representative Council (DPD) in Jakarta, quoted on Wednesday (8/7/2026). Zudan also believes that if ASN were more prosperous under a salary scheme that ensures welfare until retirement age, public services would improve because they would work more focused. “Because if ASN are prosperous, they will certainly work more focused, have higher performance, and not scramble for structural positions,” Zudan stressed. One proposed solution is the implementation of a single salary scheme. The discourse on implementing a single salary for ASN remains pending. He stated that this salary scheme is crucial to ensure the welfare of ASN until retirement, including both PPPK and PNS. “This relates to the standardisation of ASN welfare. We at BKN continue to fight for this, if possible moving towards a single salary system,” said Zudan. Zudan affirmed that a single salary is a system that supports ASN welfare because their income would no longer be supported by numerous allowances, but rather consolidated entirely into the basic salary. In this way, when retirement comes, he believes ASN will no longer experience the income drop that has caused retired ASN to suffer all this time.
