JAKARTA - The Indonesian National Police Traffic Corps has allowed the reimplementation of manual traffic ticketing by regional police units, but with a limited portion of a maximum of 5 percent. This policy is aimed at strengthening road user discipline, particularly for violations with high potential to cause traffic accidents. Director of Law Enforcement at the Traffic Corps, Brigadier General Faizal, stated that manual ticketing is still considered effective from a psychological perspective because it involves direct interaction between officers and violators. He cited examples such as driving against the flow of traffic as a priority for enforcement due to its high risk to road safety. According to him, the direct meeting between officers and violators can create a stronger deterrent effect compared to the electronic traffic law enforcement (ETLE) system. “Psychologically, manual ticketing is more effective because the officer and the violator meet directly, creating a sense of shame,” he said. Faizal added that this effect applies not only to the general public but also to fellow police officers when they commit violations. One region considered advanced in ETLE implementation is South Sulawesi, which has 74 handheld ETLE devices, the most outside Java island. “Technology remains optimised. Manual ticketing serves as a complement, the important thing is that there are no transactional practices, especially in areas with high accident rates,” Faizal stated.
