Manpower Ministry Issues Regulation on 2026 Wage Subsidy
Jakarta (ANTARA) — The Ministry of Manpower (Kemnaker) has issued Minister of Manpower Regulation No. 16 of 2026, the second amendment to Regulation No. 10 of 2022 on guidelines for providing government assistance in the form of wage subsidies for workers.
According to an official statement issued in Jakarta on Friday, the regulation sets out recipient eligibility requirements, wage limits and the amount of the 2026 Wage Subsidy Assistance (BSU).
Regulation No. 16 of 2026 was stipulated and promulgated in Jakarta on 28 October 2026, and took effect on the date of promulgation.
Manpower Minister Yassierli said the BSU policy was intended to protect workers’ purchasing power while supporting the continuity of economic activity.
“The government wants to ensure that this policy helps workers meet their living costs. The assistance will therefore be provided in accordance with the requirements and provisions that have been established,” Yassierli said.
Under the regulation, eligible recipients must be Indonesian citizens with a National Identity Number (NIK), active participants in the BPJS Ketenagakerjaan employment social security programme through August 2026, and earning no more than Rp3.5 million a month or the applicable provincial or regency/city minimum wage.
The wage figure used is the recipient’s most recent salary or wage reported by their employer to BPJS Ketenagakerjaan and recorded in its data. The components taken into account are basic pay and fixed allowances.
For workers in areas where the regency/city minimum wage (UMK) exceeds Rp3.5 million, the wage ceiling is adjusted to the UMK and rounded upwards to the nearest full hundred thousand rupiah. In areas without a UMK, the provincial minimum wage (UMP) applies, using the same rounding method.
The regulation also stipulates that the BSU is not available to state civil servants (ASN), Indonesian National Armed Forces (TNI) personnel or members of the Indonesian National Police (Polri).
The 2026 BSU will amount to Rp300,000 a month for three months, paid as a single sum of Rp900,000.
