The Ministry of Manpower (Kemnaker) is intensifying the development of family-friendly workplaces (FFW) as part of strengthening Pancasila Industrial Relations.

Director General of Industrial Relations and Social Security Development (PHI and Jamsos) Indah Anggoro Putri stated that this push follows data showing only around 1.23 per cent of companies in Indonesia provide childcare facilities (daycare).

“Worker welfare facilities, including childcare, must be understood as a strategic instrument to increase national productivity,” she said.

Indah explained that the FFW concept does not mean every company is obliged to build its own daycare facility. Implementation can be tailored to the characteristics and capabilities of each company, such as providing shared daycare in industrial or office areas, offering vouchers or subsidies, and collaborating with community daycare centres.

Based on Company Manpower Mandatory Reporting data as of 31 May 2026, out of more than 262,000 registered companies, only around 3,222 companies provide childcare facilities.

This situation, Indah continued, indicates the substantial opportunity for developing family-friendly workplaces in Indonesia.

Indah explained that providing daycare not only helps workers fulfil their roles as parents but also increases worker productivity and loyalty, expands female labour force participation, reduces worker turnover rates, and supports children’s growth and development as an investment in future human resources.

Furthermore, she emphasised that the development of childcare services and family support is a national development strategy in line with the mandate of Article 100 of Law Number 13 of 2003 on Manpower, Law Number 4 of 2024 on Maternal and Child Welfare, the 2025–2045 National Long-Term Development Plan (RPJPN), as well as President Prabowo’s directives at the 2026 International Labour Day (May Day) commemoration.

“We want to build industrial relations that are not only oriented towards economic productivity but also uphold human dignity,” said Indah.

“Daycare is not merely a worker welfare facility, but a strategic investment for productivity, company competitiveness, and the quality of the next generation towards a Golden Indonesia 2045,” she added.
