Manpower Ministry: 2025 Wage Subsidy Assistance Realisation Reaches 95 Percent of 15 Million Worker Target
The Manpower Ministry (Kemnaker) has reported that the realisation of the Wage Subsidy Assistance (BSU) distribution for the 2025 fiscal year has reached 95 percent of the total target of 15 million recipients. This was conveyed by Manpower Minister Yassierli during a Working Meeting with Commission IX of the Indonesian House of Representatives (DPR RI) in Jakarta on Monday (20/7).
“We have realised 95 percent, and the approximately 5 percent that was not realised is related to data constraints,” Yassierli stated. The BSU programme, which ran from June to July 2025, was designed as an economic stimulus for workers across Indonesia.
In detail, the total budget allocated for the BSU programme reached IDR 10.32 trillion. Of this amount, the funds successfully distributed amounted to IDR 9.63 trillion. Yassierli explained that the remaining 5 percent of the budget could not be disbursed due to data mismatches during the data refinement phase based on information from the Workers Social Security Agency (BPJS Ketenagakerjaan).
In addition to the BSU, the Manpower Ministry also presented the achievements of other strategic programmes throughout 2025. The national apprenticeship programme for prospective workers recorded a performance exceeding its target, reaching 102 percent of the 100,000-person goal with a budget absorption of more than IDR 300 billion.
The government also provided protection for workers affected by Termination of Employment (PHK) through the Job Loss Insurance (JKP) programme. The total budget prepared for the JKP reached IDR 1.2 trillion, with the number of beneficiary participants reaching more than 17 million people.
Regarding general financial performance, the Manpower Ministry realised 90.21 percent of the total 2025 State Budget (APBN) received, amounting to IDR 3.66 trillion. This APBN figure represents the budget outside the BSU programme and a blocked budget ceiling of IDR 1.29 trillion.
On the other hand, the Manpower Ministry recorded a positive performance in Non-Tax State Revenue (PNBP) for 2025. PNBP realisation reached IDR 2.24 trillion, or 144.8 percent of the initial target set at IDR 1.54 trillion.
