Mandala Pratama asked to fix barter proposal
JAKARTA (JP): City administration has asked PT Mandala Pratama Permai to correct its incomplete proposal for a change of the regional development planning of the City Police headquarters' site, an official said yesterday.
Head of the City Planning Agency, Ahmadin Ahmad, said that his office had received the proposal but was unable to process it because the proposal was not furnished with the necessary documents.
"We have not yet processed the proposal because the developer failed to attach some important documents, which are needed to process the proposal," Ahmadin told reporters.
He explained that among the documents which have not yet been received by the agency are the approval letter of the barter agreement, from the Ministry of Finance, and details of future projects to be built by the company on the land.
The agency, he added, has informed the developer about this matter.
"My office has sent a letter to the developer, informing it to complete the proposal with those documents," he said.
PT Mandala Pratama Permai signed a land barter agreement with the police force recently, taking 6.5 hectares of a total tract of 14.5 hectare, on which City Police Headquarters stands.
The developer, co-owned by Hutomo Mandala Putra, intends to build a business center, hotel, apartments, shopping centers and other commercial facilities on the site.
In the implementation of the project, the developer is obliged to ask city administration to change development planning of the site because, according to planning, the site is earmarked for the establishment of government offices.
"Processing the proposal takes about three months to complete," Ahmadin said.
He said that, according to Regulation No. 9/1985, the developer is also obliged to pay fees to city administration for changes in the land use.
When asked about the amount of the fees, Ahmadin refused to answer, saying that he forgot the amount.
Saud Rachman, a member of City Council from the United Development Party faction, said that the change of the development planning should get approval from City Council.
"City administration cannot just change the planning without an approval from City Council," Saud said, reminding the city administration to abide by the rule before issuing an approval for the change.
Jakarta Police Headquarters is located in a strategic position, just south of the Semanggi cloverleaf intersection, facing onto both Jl. Jenderal Sudirman and Jl. Gatot Subroto.
The project includes a new city police office. Under the agreement, the company will also provide 50 hectares of land in Serpong for a housing development project for police officers and their families.
Under the agreement, city police will get a new 24-story building complete with up-to-date facilities. (yns)
