Managing waste properly

I have been wondering if the government can draw up a
regulation on the proper management of waste, which regulates the
separation of organic from inorganic garbage and recycling.

This way, organic waste can be turned into compost, while
craftsmen and artists may benefit from recycled materials to
create various objects with artistic value.

This will require public awareness and support to work --
otherwise, the government has no way of implementing the
regulation. Meanwhile, the government should avoid authoritarian
tendencies while the public should refrain from anarchic actions.
