Amateur video footage showing an act of violence at the Bogor Nutrition Service Office (KPPG) has caused an uproar. A man is seen being whipped until he rolls across the floor.

The video has spread on social media. It is said to show an incident at the KPPG office in North Bogor, Bogor city, at about 3pm on Wednesday, 14 October.

The footage shows several men inside a room with a barred door. One man appears to be whipping another, while nobody is seen intervening.

KPPG Bogor head Haidir said the incident involved two Indonesian Development Mobilisation Graduates (SPPI). Both were assigned to the Purwakarta Nutrition Service Unit (SPPG).

KPPG Bogor is the central office overseeing KPPG offices in Bogor city and regency, Cianjur, Sukabumi, Depok and Purwakarta.

The National Nutrition Agency (BGN) has launched an investigation into the incident. It has warned that the alleged perpetrator could be suspended if found to have broken the law.

Victim repeatedly whipped with hose

The assault case at KPPG Bogor came to light after amateur footage spread on social media. In the viral video, a man lying face down appears to be whipped with an object believed to be a hose.

The blows appear to make the victim writhe and grimace in pain. The incident is said to have taken place at KPPG Bogor in North Bogor, Bogor city, on Wednesday, 14 October 2026.

The footage shows the alleged perpetrator whipping the victim several times while continuing to shout abuse. Several people appear to watch the alleged assault; one person is seen closing and locking the gate.

Police investigate

North Bogor Police chief Commissioner Enjo Sutarjo said his office had not received an official report about the incident. Nevertheless, police are investigating to establish what happened.

“We will first confirm whether the incident really took place. Then we will go to the address and visit KPPG to ask whether it is true,” Enjo said when contacted on Thursday, 15 October.

Bogor City Police public relations officer First Inspector Imam said the incident involved two SPPI members from the Purwakarta SPPG. The victim, identified by the initials RAN, is the head of the Purwakarta SPPG, while the alleged perpetrator, identified as GD, is its regional coordinator.

“The alleged perpetrator is the Purwakarta regional coordinator, initials GD, and the victim is one of the heads of the Purwakarta SPPG, initials RAN,” Imam told reporters on Friday, 16 October.

KPPG Bogor’s account

KPPG Bogor has responded to the incident, saying it would seek explanations from the two SPPI members involved.

“We have not yet established whether the dispute was personal and began before they came to the office, or whether it was a misunderstanding or disagreement that arose after they arrived. I need to look into whether this was purely a personal matter or related to work,” KPPG Bogor head Haidir said on Friday, 16 October.

Haidir said that he and other KPPG officials, including the administrative sub-section head and the Bogor city regional coordinator, were at the office at the time, but were dealing with other matters.

He said he intervened and called both men in. He also stressed that violence would not be tolerated.

“We separated them, called them into the room and issued both with a stern warning, making clear that violence of any kind is unacceptable anywhere, including at the KPPG office,” he added.

Victim and alleged perpetrator said to have reconciled

Haidir said the two men had made peace and returned to Purwakarta soon after the incident. The alleged perpetrator is the Purwakarta regional coordinator, while the victim is one of the heads of the Purwakarta SPPG.

“After the incident, the two SPPI members had reconciled and returned to Purwakarta together,” Haidir said.

KPPG Bogor prepares firm sanctions

Haidir said KPPG had issued a stern warning to both SPPI members and would not tolerate violence of any kind.

He said KPPG had coordinated with the BGN about sanctions for the alleged perpetrator.

“We have also contacted our leadership in Jakarta, the head of the BGN, for guidance on what punishment may be imposed,” Haidir said.

Haidir apologised to the public over the uproar caused by the viral incident, saying it would serve as a lesson for the future.

“We apologise to our leaders and to the Indonesian people for the commotion. This will be a very important lesson for us going forward,” he said.

BGN launches investigation

The BGN said it was investigating the incident and had sent a special team to look into it.

“Our team is currently in the field conducting an investigation,” BGN spokesperson Tysa Novenny said on Friday, 16 October.

Tysa said that if the investigation or legal process established that a breach of the law had occurred, those found responsible could be suspended from their positions. The BGN is also awaiting the outcome of the police investigation.

“If the legal process finds a breach of the law, those proven to have violated it will be suspended from their positions. The case is being handled by Bogor Police,” she said.
