The Malang Regency Human Resources Development and Management Agency (BKPSDM) has responded to the spotlight on the appointment of Ahmad Dzulfikar Nurrahman as Head of the Environmental Agency (Kadis LH) of Malang Regency. He assured that the appointment underwent a rigorous and transparent open bidding selection mechanism.

Nurman stated that all civil service matters are directly monitored by the Republic of Indonesia’s Civil Service Agency (BKN). He explained that all stages, from planning to final reporting, must be uploaded in real-time via an integrated application system, leaving no room for violations of norms and procedural standards.

“It is important to understand that civil service matters are not entirely autonomously handled by the regions. There are strict regulations from the centre that must be followed. If any procedural discrepancies or violations of standard norms are found, the centre has the authority to cancel the selection results,” said Nurman, quoted by detikJatim on Monday (20/4/2026).

He assured that the process from determination to inauguration for Dzulfikar complied with standard operating procedures (SOP). Dzulfikar is the son of Malang Regent M Sanusi.

“This means that the current process has certainly met the applicable standard operating procedures or SOP,” he said.

To maintain assessment objectivity, continued Nurman, the Malang Regency Government involved a selection committee (Pansel). Among them were Prof Haryono, Rector of State University of Malang (UM), as well as the Rectors of Islamic University of Malang (Unisma) and Brawijaya University (UB).

Nurman believes that with the composition of examiners at the professor level, practices of nepotism or ‘backroom deals’ in the selection process are highly unlikely, given the capacity and integrity of the panellists.

“In the pansel, we involved the rectors. They are already at the professor stratum, so let’s not doubt their credibility, for example, if someone doubts it,” he stressed.

Nurman revealed one key point that made Dzulfikar stand out compared to other applicants: his outstanding academic track record and competence in the environmental field.
