Malang City Government Strengthens 3 Million Houses Programme, Building Sustainable Settlement Ecosystem
The Malang City Government continues to strengthen its support for the National Strategic Programme (PSN) of 3 Million Houses through the development of decent, healthy, and sustainable residential areas. This support is manifested through the handling of uninhabitable houses (RTLH), the improvement of residential area quality, the provision of basic infrastructure, and the expansion of access to drinking water and sanitation as part of efforts to enhance the community’s quality of life.
“Budgeting for the housing sector in Malang City has been carried out sustainably. In addition to supporting the 3 Million Houses PSN, the Malang City Government also continues to strengthen the house renovation programme for uninhabitable houses,” said the Mayor of Malang, Wahyu Hidayat.
This step implements the vision of ‘Towards Classy Malang Mbois’, realised through various regional development policies aligned with the ‘Asta Cita’ of the President and Vice President of the Republic of Indonesia, particularly in providing decent housing, strengthening basic services, and sustainable urban development towards Indonesia Emas 2045.
Various programmes are being implemented, such as addressing uninhabitable houses, reducing slum areas, developing basic residential infrastructure, and increasing community access to drinking water and sanitation. Thus, the 3 Million Houses Programme is not merely interpreted as the construction of housing units, but as an effort to build a healthy, safe, productive, and sustainable settlement ecosystem. “We want to ensure that the community has access to decent, safe, and affordable housing,” said the man known as Pak Mbois.
Various development indicators, according to Mayor Wahyu, show positive results. The area of slum settlements in Malang City has been successfully reduced from 0.66 hectares in 2020 to 0.27 hectares in 2024. On the other hand, household access to decent drinking water has reached 96.18 per cent, while access to decent sanitation has increased to 36.17 per cent.
The improvement in residential quality also coincides with better environmental conditions. In 2025, Malang City’s Environmental Quality Index (IKLH) reached 6lar64.61, while 99.02 per cent of waste was successfully managed. These achievements demonstrate that residential development is carried out in an integrated manner with environmental management to create a healthy, comfortable, and sustainable urban area.
Residential area development also contributes to the improvement of regional development quality. According to data from the Malang City Central Bureau of Statistics (BPS), the Human Development Index (HDI) increased to 85.55 in 2025, economic growth reached 5.92 per cent, and the poverty rate was successfully suppressed to 3.85 per cent. Although influenced by various development sectors, the improvement in residential quality and basic services is one of the important factors supporting the increase in community welfare.
This commitment becomes even more relevant after the central government designated Malang City as one of the 50 national priority regions in the Metropolitan City Development Programme for 2025–2029. This designation affirms that metropolitan city development is measured not only by physical or economic growth but also by the region’s ability to provide high-quality residential areas and increasingly better public services.
According to Mayor Wahyu, support for national programmes is not only realised through field implementation but also through policies that favour the community. One such policy is the exemption of Land and Building Tax (PBB) for Low-Income Communities (MBR) with a PBB-P2 assessment below Rp 30,000, aimed at reducing housing ownership costs to make them more affordable.
The seriousness of the Malang City Government in supporting the 3 Million Houses National Strategic Programme received reinforcement from the central government. In July 2026, the Minister of Housing and Residential Areas (PKP) of Indonesia, Maruarar Sirait, conducted a working visit to Malang City to directly inspect the homes of residents who are potential recipients of the Self-Help Housing Stimulant Assistance (BSPS) in Buring Village, Kedungkandang District.
Referring to the implementation data of the BSPS Programme for the 2026 Fiscal Year of the Ministry of PKP RI, Malang City received an allocation of 752 units. This allocation is part of the implementation of the 3 Million Houses National Strategic Programme, aimed at accelerating the handling of uninhabitable houses and improving the quality of community settlements.
Mayor Wahyu also emphasised that the development of residential areas is a long-term investment that must continue to be strengthened through collaboration between the central and regional governments. Through the strengthening of synergy between the central government, regional government, and all stakeholders, the Malang City Government continues to develop residential areas that are not only oriented towards providing houses but also towards improving environmental quality, basic services, and community welfare.
