The Corruption Eradification Commission (KPK) has detained Ismail Adham (ISM), the Operational Director of PT Makassar Toraja (Maktour), and Asrul Azis Taba (ASR), the Chairman of the Kesthuri Association, as suspects in the 2023-2024 Hajj quota corruption case. One of the suspects, Ismail, was seen weeping as he was escorted by the KPK.

At the KPK building in Kuningan, Jakarta, on Monday (8/6/2026), the two suspects were led to the detention vehicle at approximately 19:41 WIB, both wearing orange vests and handcuffed. Ismail appeared to be crying while being escorted, while Asrul Azis was seen using a walking stick during the process.

The detention follows their interrogation earlier today, and both will be held at the KPK Detention Centre for the next 20 days. “Suspects ISM and ASR are detained for the first 20 days, from 8 to 27 June 2026. The detention is being carried out at the Merah Putih KPK Building Detention Centre,” stated the Acting Director of KPK Investigations, Taufik Ahmad Husein, during a press conference.

In this case, the two suspects, alongside officials from the Ministry of Religious Affairs, allegedly manipulated the allocation of additional special Hajj quotas for companies affiliated with PT Makassar Toraja (Maktour) and the NRA Group (Kesthuri Association). This scheme allowed for accelerated Hajj quotas without the standard waiting list. As a result of these actions, PT Makassar Toraja (Maktour) reportedly obtained illegal gains of approximately Rp 27.8 billion in 2024.

The suspects face charges under Article 2 paragraph (1) and/or Article 3 of Law No. 31 of 1999, as amended by Law No. 20 of 2001 concerning the Eradication of Corruption Crimes, in conjunction with Article 55 paragraph (1) of the Criminal Code, or as stipulated in the new Criminal Code (Law No. 1 of 2023).

With these latest arrests, all suspects in the Hajj quota corruption case have now been detained by the KPK, including:

  1. Former Minister of Religious Affairs, Yaqut Cholil Qoumas (YCQ)

  2. Former Special Staff to the Minister, Ishfah Abidal Azis, also known as Gus Alex (IAA)

  3. Operational Director of PT Makassar Toraja (Maktour), Ismail Adham (ISM)

  4. Chairman of the Kesthuri Association, Asrul Azis Taba (ASR).
