Maktour Boss Fuad Hasan Masyhur Finally Meets KPK Summons in Hajj Quota Corruption Case
The owner of travel company PT Makassar Toraja (Maktour), Fuad Hasan Masyhur, finally answered a summons from the Corruption Eradication Commission (KPK) in Jakarta on Thursday (18/6/2026). Fuad is scheduled to undergo questioning by KPK investigators as a witness in the corruption case concerning additional hajj quotas. “Witness FHM attended the rescheduled examination related to the investigation of the hajj quota case,” KPK Spokesperson Budi Prasetyo told reporters on Thursday (18/6/2026). The KPK has only confirmed Fuad’s arrival. However, Budi has not yet explained what material investigators are pursuing from Fuad. Fuad is currently undergoing examination. “At this moment, the witness is being examined by investigators,” Budi said. Records show Fuad appeared after twice failing to comply with KPK summonses. First, Fuad did not attend the examination on 2 June, citing participation in the hajj pilgrimage. Second, Fuad again failed to appear when summoned on 15 June, citing exhaustion following the pilgrimage. The KPK intends to extract information from Fuad because he is suspected of knowing about the management of additional hajj quotas. The KPK suspects Fuad knows about the management of additional hajj quotas from the initial process of allocation, distribution, to the filling of quotas by Hajj and Umrah Organisers (PIHK). In this case, the KPK had previously named Yaqut as a suspect alongside former Special Staff to the Religious Affairs Minister, Isfan Abidal Aziz (IAA), also known as Gus Alex. Yaqut is suspected of violating Article 2 paragraph (1) and/or Article 3 of Law No. 31 of 1999 in conjunction with Article 18 of Law No. 31 of 1999 concerning the Eradication of Criminal Acts of Corruption, as amended by Law No. 20 of 2001 concerning Amendments to Law No. 31 of 1999 concerning the Eradication of Criminal Acts of Corruption, in conjunction with Article 55 paragraph (1) 1st of the Criminal Code. In developing this case, the KPK named two new suspects from the private sector on 30 March: Ismail Adham, a Maktour executive and subordinate of Fuad Hasan, and Asrul Azis Taba, chairman of the Kesatuan Tour Travel Haji Umrah Republik Indonesia (Kesthuri). Both are suspected of playing a role in arranging the distribution and filling of additional hajj quotas, including providing kickbacks to the Religious Affairs Ministry. The two were only detained by the KPK on 8 June 2026.
