Makassar City Government and BPJS Ketenagakerjaan Provide Old-Age Security for 45,000 Vulnerable Workers
The Makassar City Government has made history as the first region in Indonesia to provide Old-Age Security (JHT) protection for tens of thousands of vulnerable workers. Through a strategic collaboration with BPJS Ketenagakerjaan, 45,000 vulnerable workers in the city are now officially covered by Work Accident Insurance (JKK), Death Insurance (JKM), and JHT.
This progressive innovation was launched directly by the Mayor of Makassar, Munafri Arifuddin, alongside the President Director of BPJS Ketenagakerjaan, Saiful Hidayat, at Karebosi Field on Friday (19/6/2026). The initiative is part of the Makassar Berjasa (Makassar Sharing Social Security) programme, which targets workers in the informal sector, or non-wage earners.
Mayor Munafri Arifuddin emphasised that the programme represents the government’s commitment to maintaining the economic resilience of the community. “The people of Makassar should not suddenly fall into poverty when the head of the family dies. This social security guarantee must be maintained so that the community has adequate protection,” Munafri stated.
As of May 2026, the Universal Coverage Jamsostek (UCJ) achievement in Makassar has reached 54.3 percent, covering 296,265 workers. This success is supported by Circular Letter Number 278 of 2025, through which the Makassar City Government covers the contributions for 81,000 vulnerable workers using the regional budget (APBD).
BPJS Ketenagakerjaan President Director Saiful Hidayat gave high appreciation for the city government’s initiative. According to him, providing JHT for vulnerable workers is a breakthrough that deserves to be a national benchmark. “This is the first innovation in Indonesia where a regional government provides JHT for vulnerable workers. We will promote this nationally so that other regional leaders are inspired to do the same for the welfare of workers,” Saiful said.
In addition to the programme launch, a cooperation agreement was signed with Wadah PERISAI Mulia Berjasa, involving 1,005 PERISAI Agents across 15 sub-districts. These agents are tasked with expanding the reach of protection down to the neighbourhood level, including targeting market traders and street vendors. Saiful urged the agents to work with high integrity, stating that by registering participants with BPJS Ketenagakerjaan, they are protecting the future of workers and their families.
