Makassar BPBD Launches Sigap Pesisir SOP to Accelerate Coastal Disaster Response

The Makassar Disaster Management Agency (BPBD) has launched the Sigap Pesisir (Adaptive Coastal Movement Integration System) Standard Operating Procedure (SOP) as an effort to accelerate disaster response in coastal areas.

Head of the Makassar BPBD Fadli Tahar stated that the Sigap Pesisir SOP is part of a change project oriented towards reforming the disaster response system. “The main focus is building a preparedness network that involves the community as the main actors in initial handling before government assistance arrives,” he said.

According to Fadli, experience in handling incidents in coastal areas shows that time is the determining factor in the success of saving victims. Previously, response times in some locations could take up to 90 minutes due to access, information dissemination, and coordination among elements.

“Sigap Pesisir was built to break down these barriers. The community becomes part of the system, not just service recipients. With a clear SOP and an integrated coordination pattern, we are targeting a response time acceleration to approximately 15 minutes,” he stated.

Through this SOP, the Makassar BPBD establishes a standard mechanism ranging from early detection, incident reporting, information dissemination, activation of volunteers and local officials, to coordination with the BPBD response team. All stages are designed to run quickly, uniformly, and measurably when an emergency occurs.

This socialisation also marks the initial step in implementing Sigap Pesisir in Makassar, a city vulnerable to various disaster threats such as extreme weather, tidal waves, coastal flooding, and water emergencies. BPBD Makassar believes that the success of disaster management depends not only on the readiness of personnel and equipment but also on the capacity of the community as the first party at the scene. Therefore, strengthening the role of residents through the Sigap Pesisir SOP is expected to create a faster, more adaptive, and sustainable disaster management system.

Through this change project, the Makassar BPBD reaffirmed its commitment to building a modern, collaborative disaster management governance system oriented towards public safety. “Sigap Pesisir is expected to become a model for regional innovation in strengthening coastal resilience while improving the quality of disaster services in Makassar,” he concluded.
