Main streets lack cleanliness

Main streets like Jl. Kebon Sirih, the Farmers' Statue traffic circle and Jl. Menteng Raya have lost their attraction with their accumulated dirt. Both the streets and the greens are neglected and in need of cleaning. On Jl. Kebon Sirih many decorative plants are withering and garbage is everywhere.
The Jakarta City Cleanliness Agency seems to have lost any interest in maintaining the areas.
Is it because of the continuing economic crisis that no funds are made available for keeping the city clean? Or is the government too busy with political matters so the city's cleanliness is neglected?
There is another aspect of our daily life that worries me. Safety in the streets. Once I was at the crossroads of Kelapa Gading while the traffic light was on red. There was a great number of beggars, with or without musical instruments, and people cleaning automobile windshields without being asked to, who simply ignored traffic rules. When these people do not get money from motorists they get angry and may damage cars.
The authorities should take a hand in bringing order into the situation.
