Madiun Regency receives LSDP programme from central government for waste management
Madiun Regency has received support from the Local Service Delivery Improvement Project (LSDP), a programme worth billions of rupiah from the central government, for integrated waste management at the regional level with backing from the World Bank.
“Madiun Regency is included in the list of 30 regions that will receive the LSDP programme after going through a selection process and readiness assessment. All preparations have begun for the implementation of the programme,” said Iwan Kurniawan, Director of Regional Development Planning, Evaluation, and Information at the Directorate General of Regional Development of the Ministry of Home Affairs, during a site inspection for waste management in Madiun, East Java, on Friday.
To support the LSDP programme, the Madiun Regency Government has prepared supporting facilities, including land for an integrated waste processing facility (TPST). The regency government has prepared approximately two hectares of land in the Kaliabu landfill area in Mejayan District for the construction of the TPST.
The location was selected after going through desk-based stages, both online and face-to-face, followed by site visits from the central government technical team and World Bank representatives.
The programme is an initiative of the Ministry of Home Affairs supported by the World Bank, with a focus on integrated waste management from upstream to downstream, embracing the concept of zero waste.
Through the LSDP programme, waste is processed into economically valuable products such as refuse-derived fuel (RDF), compost, animal feed, and other derivative products.
This step is expected to provide an answer to the national challenge of waste handling while also paving the way for the development of a green economy in the regions.
“So from upstream to downstream. There is infrastructure, transport equipment, transportation, hangars, machinery, and also institutional strengthening and public education,” said Iwan.
Muhammad Zahrowi, Head of the Environmental Agency of Madiun Regency, said upon receiving the LSDP team that the selection of the TPST construction site in the Kaliabu landfill area had been adjusted to meet the programme requirements.
“One of the main requirements of the LSDP programme is that the land status must be an asset owned by the regional government,” he said.
According to him, the Madiun Regency Government had previously prepared two alternative locations for the TPST construction, namely the Kaliabu landfill area and a TPST site in Bangunsari, Dolopo District. However, the Kaliabu landfill in Mejayan District was selected as the proposed location for the construction of the integrated waste processing facility through the LSDP programme.
He affirmed that with the LSDP programme, the Madiun Regency Government is committed to realising innovative, sustainable, and economically valuable waste management, in line with central government directives.
