Madiun Regency accelerates business licensing with 'Jempol Mas Har' programme

The Madiun Regency Government in East Java is accelerating business licensing services for the community with the launch of the ‘Jempol Mas Har’ programme, an acronym for ‘Jemput Pelayanan Online Langsung Masyarakat Senang, Hari Ini Rampung’ (Online Service Pick-Up, Happy Community, Completed Today).

Deputy Regent of Madiun, Purnomo Hadi, stated that through Jempol Mas Har, the Madiun Regency Government is striving to bring licensing services closer to the public, especially micro and small business operators, through a proactive outreach system. “The principle is, do not be afraid to do business. Whatever your idea, consult immediately. Madiun Regency makes all business licensing easier through the Jempol Mas Har programme,” he said during the launch event at the Retno Dumilah Meeting Room, Madiun Regency Public Service Mall, on Monday.

To optimise the programme, the Investment and One-Stop Integrated Services Agency (DPMPTSP) of Madiun Regency will not only provide services at the office but will also go directly into the community. Services will target community activity centres, such as markets and business areas, including public services in various villages held by the Regency Government under the Bahana Bersahaja initiative.

Head of DPMPTSP Madiun Regency, Anang Sulistijono, added that the programme is a commitment to delivering simpler and more accountable public services while supporting a healthy business climate and regional economic growth. “By having an official business permit, business operators will find it easier to access various government programmes,” he said.

Anang explained that the Jempol Mas Har programme supports the implementation of Government Regulation No. 28 of 2025, which refines the previous regulation on risk-based business licensing (Government Regulation No. 5 of 2021). “Therefore, the Madiun Regency Government invites all stakeholders to jointly support the implementation of Government Regulation No. 28 of 2025 and the success of the Jempol Mas Har innovation, to realise easier, faster, and more transparent business licensing services, while encouraging investment growth and the development of micro and small enterprises,” he concluded.
