Luxury-facilitated houses or clusters within the Cibinong Prison, Bogor, have been demolished following an inspection by Commission XIII of the DPR. Several houses can now be seen levelled to the ground.

Observations on Wednesday (30/09/2026) at 14:30 WIB showed that the demolition of luxury-facilitated houses at the Cibinong Class IIA Prison, Bogor, was still underway. A number of buildings have already been razed.

A heavy machinery unit was seen demolishing the remaining standing structures. Several Cibinong prison officers were seen transporting items from inside the houses to a collection point, including televisions, mattresses, exercise equipment, and stoves.

Previously, Commission XIII of the DPR requested that the luxury clusters be demolished today. The Deputy Chairman of Commission XIII, Sugiat Santode, stated that there must be no differentiation in facilities provided to inmates.

“Commission XIII of the DPR RI urges the demolition of buildings within the Cibinong Class IIA Prison and all prisons across Indonesia, as well as the regulation of assets and facilities within prison environments that do not comply with regulations and intended use, to ensure fair treatment without discrimination for all inmates,” he said during a press conference at the location on Wednesday, 30 September.

Sugiat noted that 10 buildings were violating regulations, adding that these structures were not in accordance with their intended purpose. “Of those 13 buildings, 10 are outside the assets of the Ministry of Immigration and Correctional Services. Based on information from the Director General yesterday, the location is on a riverbank, is it not? It is no longer part of the assets, as being built on a riverbank is unauthorised,” he said.

The existence of these luxury clusters was revealed after an inspection by the Indonesian Ombudsman. The Inspector General of the Ministry of Immigration and Correctional Services, Commissioner General Rudi Setiawan, stated that the luxury clusters in Cibinong Class IIA Prison were built without permission and are not registered as State Property (BMN). Rudi noted that the buildings were constructed through self-funding.

“Regarding the buildings, these did not originate from the State Budget (APBN). They were self-funded,” said Rudi Setiawan.

Rudi concluded that there was an abuse of authority at the Cibinong Prison. He emphasised that the sanctions for such violations would be severe.

“Ranging from demotion and suspension to dishonable discharge. We have identified and conducted examinations; last night, we confronted the prison warden regarding previous information,” he stated.
