Luxury Cluster at Cibinong Prison Now Levelled to the Ground
Luxury-equipped houses at the Cibinong Prison in Bogor have been demolished. The luxury cluster has now been levelled to the ground.
Observations on Wednesday (30/09/2026) at 14:30 WIB showed that the demolition of luxury-equipped houses at the Cibinological Class IIA Prison, Bogor, was still underway. Several buildings have already been reduced to rubble.
A piece of heavy machinery was seen toppling the remaining structures. Several Cibinong prison officers were seen transporting items from inside the houses to a collection point, including televisions, mattresses, exercise equipment, and stoves.
10 Buildings Violating Regulations
Commission XIII of the DPR conducted a direct inspection of the Cibinong Prison yesterday (30/09) and immediately ordered the demolition of the luxury cluster.
The Deputy Chairman of Commission XIII, Sugiat Santoso, stated that there must be no disparity in facilities provided to inmates.
“Commission XIII of the DPR RI urges the demolition of buildings within the Cibinong Class IIA Prison and all prisons across Indonesia, as well as the regulation of assets and facilities within correctional institutions that do not comply with regulations and intended use, to ensure fair treatment without discrimination for all inmates,” he said during a press conference at the location on Wednesday (30/09).
Sugiat noted that 10 buildings were violating regulations and that the structures did not align with their intended purpose.
“Of those 13 buildings, 10 are outside the assets of the Ministry of Immigration and Correctional Services. Furthermore, based on information from the Director General yesterday, the location is on a riverbank, which is not part of the official assets and is an improper use of the area,” he added.
Luxury Cluster Uncovered by Ombudsman
The existence of this luxury cluster was revealed after an inspection by the Indonesian Ombudsman. During the raid, the Ombudsman team discovered photos of inmates and alcoholic beverages within the luxury cluster.
The Inspector General of the Ministry of Immigration and Correctional Services, Commissioner General Rudi Setiawan, stated that the luxury cluster at the Cibinong Class IIA Prison was built without permission and is not registered as State Property (BMN).
Rudi mentioned that the buildings were constructed through self-funding. “Regarding the buildings, these did not originate from the State Budget (APBN). They were self-funded,” said Rudi Setiawan.
Rudi concluded that there was an abuse of authority at the Cibinong Prison and emphasised that the sanctions for such violations would be severe.
“Ranging from demotion and suspension to dishonourable discharge. We have identified and conducted examinations as of last night, including the Deputy Chairman of Commission XIII, regarding the prison warden. We are confronting previous information with the findings from last night,” he said.
5 Officials Suspended
As a result of the discovery of the luxury cluster, five officials at the Cibinong Prison have been suspended pending investigation. All five, according to Rudi, are deemed responsible for the findings reported by the Ombudsman.
“We have suspended five structural officials suspected of being responsible for the events discovered by the Ombudsman. Specifically, we have suspended the prison warden, the Head of Security (KPLP), the Head of Binadik, the Head of Kamtib, and finally, the Head of General Affairs responsible for state property,” he stated.
