Facts regarding the discovery of a ‘luxury cluster’ within the Cibinong Class IIA prison continue to emerge following the release of an Ombudsman inspection video. Most recently, according to an investigation by the Director General of Correctional Services (Dirjenpas) of the Ministry of Immigration and Correctional Services, Mashudi, 13 out of 16 residential units at the facility are not registered in the State Property Management and Accounting Information System (SIMAK BMN).

Mashudi explained that the status of these thirteen buildings remains mysterious. His office will conduct a deeper investigation into the series of buildings located on the banks of the Ciliwung River.

“Regarding the 13 residential buildings located on the banks of the Ciliwung River that are not yet recorded in SIMAK BMN, we are currently conducting further studies into their administrative aspects, asset status, and utilisation,” said Mashudi, as quoted on Monday (28/9/2026).

Regarding the existence of these 13 mysterious buildings, it turns out they have been standing since January 2023. This was revealed by the Head of General Affairs of the Cibinong Class IIA Prison, Deni Sugiarto. He also stated that at the time of construction, their status and permits were unclear.

Based on the circulating Ombudsman inspection video, several facilities within the rooms are visible, including air conditioning, televisions, and even empty alcohol bottles in the rubbish bins. The ownership of these items began to be uncovered one by one following a hearing held by Commission XIII of the Indonesian House of Representatives (DPR RI) with the Director General of Correctional Services, Mashudi, and officials from the Cibinong Prison on Monday (28/9).

During the hearing, it was revealed that the alcohol belonged personally to the Head of Security and Order at the Cibinong Class II Prison. However, it remains to be seen whether this admission immediately dispels suspicions regarding the existence of special facilities for certain prison inmates.
