Luthfi Urges ATR/BPN to Protect Ricefield Land for National Food Security

According to him, BPN has a strategic role in providing legal certainty for land rights across all regencies, cities and villages. Therefore, BPN together with other stakeholders must continue to be engaged to resolve various land issues.

During Lampri’s one-year tenure as Head of ATR/BPN Central Java Regional Office, many land-related problems in various regencies and cities have been resolved. This includes sustainable food production plots (LP2B), which are an important component in establishing Central Java as the nation’s food granary.

“In addition to agricultural land, the Central Java Provincial Government is also building collaboration with ATR/BPN regarding investment support. Legal certainty of land rights for investors is one of the important elements in realising investment in Central Java. Of course, without changing protected ricefield land,” said Lampri.

It is known that collaboration between the Central Java Provincial Government and ATR/BPN Central Java is realised through a memorandum of agreement on Synergy in Agrarian, Land and Spatial Planning Affairs, and a Cooperation Agreement on Land Rights Certification for Sustainable Food Production Land (LP2B).

“The realisation of LP2B certification in 2025 in Central Java reached approximately 240 plots, covering 80 plots in Blora, 80 plots in Wonosobo, and 80 plots in Cilacap. Cumulative achievement during the 2023–2025 period was 5,331 plots across 22 regencies,” he explained.

Meanwhile, for land administration order, achievements during 2024–2025 reached 160 plots. There was also land acquisition for public purposes such as the designation of the buffer zone location for PT KPI RU IV Cilacap, the Bodri Dam (Kendal and Temanggung Regencies), and the designation of Semarang–Demak Toll Road Section 1 land.

The Agrarian Reform Task Force achievements included the redistribution of 1,050 plots divided between Cilacap (616 plots) and Brebes (444 plots) during 2025. This was followed by the arrangement of agrarian reform access for 3,700 households.

Lampri stated that synergy and collaboration with the Central Java Provincial Government and the Central Java Coordination Forum of Regional Leaders has helped in realising activities carried out by ATR/BPN Central Java. Over the past one year, ATR/BPN Central Java has completed improvement of data quality for more than 2,000 land plots classified as grades 4, 5 and 6, also known as KW 456.

KW 456 refers to land certificates issued between 1961–1967. At that time, land certificates did not have a cadastral map or detailed information depicting the land and property. This condition made land with KW 456 certificates more vulnerable to illegal land seizures by land mafia.

“I am pleased with the achievement in reducing KW 456, because it represents a potential problem and issue,” he concluded.

As additional information, Lampri left his position as Head of ATR/BPN Central Java to take up a new role as Director General of Land and Spatial Planning Control and Enforcement at the Ministry of ATR/BPN. Kartono Agustiyanto has been appointed as Acting Head of ATR/BPN Central Java Regional Office to replace Lampri.
