Luhut: Dukcapil is Key to Government Digital Transformation, Pushes AI-Based Public Services
Luhut Binsar Pandjaitan, Chairman of the National Digital Transformation Acceleration Committee (KPTDP), has asserted that the Directorate General of Population and Civil Registration (Dukcapil) of the Ministry of Home Affairs plays a crucial role in accelerating the government’s digital transformation. According to him, the integration of population data is the primary foundation for delivering faster, more efficient, and transparent public services, supporting the vision of a Golden Indonesia 2045.
This statement was made during his keynote speech on the National Policy for Digital Public Infrastructure (DPI) and the Acceleration of Government Digital Transformation at the Dukcapil National Coordination Meeting and the release of Semester I 2026 Clean Population Data at the Birawa Assembly Hall, Bidakara Hotel, Jakarta, on Monday. Speaking before regional heads, heads of Dukcapil offices across Indonesia, and other stakeholders, Luhut stressed that digital transformation is no longer a choice but a necessity if Indonesia is to become a developed nation.
Luhut stated that all public services are increasingly dependent on the population data managed by Dukcapil. He therefore considers the role of Dukcapil to be highly strategic in building an integrated digital government system. ‘Dukcapil plays a tremendous role in the government’s digital transformation. All public services are now connected to Dukcapil data,’ Luhut said. He also expressed his appreciation to Minister of Home Affairs Tito Karnavian for the performance of the Directorate General of Dukcapil, led by Teguh Setyabudi.
According to Luhut, population data is the foundation for perfecting the national Government Technology (GovTech) system. The government is currently developing a Digital Single ID that integrates the Population Identification Number (NIK), biometric data, and Digital Population Identity (IKD). Through this system, every citizen will eventually have a single secure digital identity that can be used to access various government and private sector services. Luhut revealed that approximately 98 percent of Indonesia’s adult population has undergone biometric recording, while 20.5 million residents have activated their Digital Population Identity.
