LSI Survey: Citizens Prefer President to Fulfil Campaign Promises Over PPHN
A survey by the Indonesian Survey Institute (LSI) shows that the majority of citizens prefer the President of the Republic of Indonesia to work on fulfilling campaign promises rather than the National Policy Guidelines (PPHN) established by the MPR.
This survey result emerges alongside the recent discourse on the PPHN (formerly GBHN) being set by the MPR.
“63.3% agree more with the opinion that the president should work according to his promises during the presidential election campaign and be accountable to the people,” quoting the survey results presentation on Sunday (12/4).
The survey results indicate that only 28.7% of respondents stated that the president should work according to the GBHN or PPHN set by the MPR.
Meanwhile, 8% of respondents stated they did not know/no answer.
This survey involved 2,020 respondents conducted from 4-12 March with a margin of error of approximately 2.2%.
The discourse on reviving the PPHN has recently resurfaced. MPR Chairman Ahmad Muzani stated that the proposed PPHN concept has been accepted and agreed upon by all factions in the MPR.
He mentioned that the discussion of the PPHN has been completed since August 2025. Muzani said the next process will be discussed with President Prabowo Subianto.
“It has already been decided to be accepted by all factions in the MPR as a PPHN concept. We have accepted the PPHN concept and now it is in our hands; we are going to communicate with the President to discuss it together,” said Muzani at the parliamentary complex on Thursday (22/1).
Muzani explained that so far there are several legal product options to implement the PPHN, including through laws, MPR Decrees, to amendments to the 1945 Constitution of the Republic of Indonesia.
However, the second option through MPR Decrees can no longer be done since the MPR can no longer issue Decrees, so according to him, that option will be discussed with the President.
“That’s why we need to discuss it with the President. The results of the discussion with the President will later become the formulation of what it will be like,” he said.
