LSI: Public Wants President to Work According to Campaign Promises, Not PPHN
JAKARTA, KOMPAS.com - Results from a study by the Indonesian Survey Institute (LSI) indicate that the public wants the president to work according to his campaign promises, rather than based on the National Policy Guidelines (PPHN) or the new version of the State Policy Guidelines (GBHN).
This survey on “GBHN” versus campaign promises forms part of the broader “Public Evaluation and Commitment to Pancasila” survey, as explained by LSI Executive Director Djayadi Hanan in Cikini, Central Jakarta, on Sunday (12/4/2026).
The results show that 28.7% of respondents want the president to work according to the current GBHN, now called PPHN, as established by the People’s Consultative Assembly (MPR).
However, the majority of respondents, 63.3%, desire the president to work in line with the promises made to the people during the presidential election campaign and to be accountable to the people, since the president is elected by them.
8.0% of respondents stated they did not know or did not answer.
56.4% of respondents disagree with the provision that the MPR can amend the 1945 Constitution without directly involving the people.
In addition, in other components of the survey, 74% of respondents agree that to amend the 1945 Constitution, the people must be involved broadly and directly, i.e., through a referendum, rather than relying solely on decisions in the MPR.
The survey respondents encompass all Indonesian citizens with voting rights in general elections, namely those aged at least 17 years or already married at the time of the survey.
From this population, researchers selected 2,020 respondents randomly using multistage random sampling.
With that sample size, the survey’s margin of error is ±2.2% at a 95% confidence level, assuming simple random sampling.
To maintain data quality, the team conducted random supervision of 20% of the sample through follow-up visits to respondents (spot checks).
The results found no significant errors in the interview process.
